The Department of Sustainable Delivery (DSD) within the Department of Transportation will conduct enforcement against illegal moped, e-bike, and e-scooter riding; hold delivery apps accountable by ensuring that commercial cyclists are using safe and legal equipment and that delivery companies face repercussions for unsafe behavior; and address vehicle parking behaviors that endanger pedestrians, cyclists, and e-bike riders.
With latitude for independent judgment, the chosen candidate will collaborate with the Deputy Commissioner for the Department of Sustainable Delivery, senior NYC DOT leadership and program staff, as well as City Hall to create strategy, manage project deliverables, and maintain critical deadlines. Reporting to the Deputy Commissioner, the Executive Director will advance policy related to micromobility safety and enforcement.
The chosen candidate will:
1. Initiate and supervise research and policy development on topics related to micromobility; coordinate across DOT teams, partner agencies, New York State, and other cities, as well as additional stakeholders; and develop and supervise the preparation of public-facing reports and presentations.
2. Advise on rules and regulations, including the development of standards for safe delivery times and methods and the implementation of penalties for app companies that break the law.
3. Supervise implementation of complex, high-priority, multi-stakeholder projects, including transportation studies, and micromobility demonstrations. Supervise consultants as necessary, to ensure projects meet scope, schedule, and budget requirements.
4. Represent DOT in external meetings, developing and maintain relationships with key stakeholders to inform the work of the DSD. This includes groups representing delivery workers, the traveling public, and business leaders.
5. Collaborate with NYC DOT Safety Education and Communications to design and implement educational campaigns related to micromobility safety.
6. Act in the Deputy Commissioner’s absence, handling management of all aspects of the unit as needed.

1. Bachelor’s degree in Transportation Policy, Transportation Planning, Environmental Policy, Technology Policy, Public Administration, or a related field and at least 10 years of relevant experience. A Master’s degree or a Ph.D. in these or other relevant fields can substitute for the equivalent years of experience.
