The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and over 11,000 employees who manage and maintain 292 developments that house over 500,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.
The Strategic Implementation Unit (SIU) is part of the Strategy & Innovation office, which leads the Authority’s ongoing Transformation effort. The Transformation is a fundamental reshaping of how the Authority does business. We are restructuring, fixing processes, and building an Authority that can survive for decades to come. The Transformation Plan was issued in March 2021 and triggered a multi-year effort to implement. The Data and Research Analyst will work to evaluate the Work Order Reform (WOR) program, an ambitious and extensive change to the agency’s repair management process. WOR is a flagship program within the Transformation, highly impactful on both residents and staff. NYCHA implemented WOR in October 2022, and the SIU has since transitioned to managing continuous improvement projects related to maintenance and skilled trades repairs.
The Data and Research Analyst will report to the Director of Strategic Implementation. The successful candidate will analyze data and help develop processes and analyses of the WOR program. The analyses will inform program and policy responses to the way NYCHA manages resident repairs. Program objectives include the revision of the work order planning process; improving the resident experience associated with service requests; optimizing productivity of maintenance workers and skilled trades staff; and reducing backlog of open jobs.
This candidate will plan and perform statistical analysis and conduct studies related to the repair processes for maintenance workers and skilled trades. The candidate will design and build analytic processes to track staff schedule optimization and travel times, backlogs of repair, completion times of repairs, and age of open repairs. The candidate will conduct data mining and analysis exercises, maintain vital databases, create analytic reports, build program monitoring dashboards, and contribute to ongoing data analysis efforts to inform the Work Order Reform initiative. The position will be responsible for leading complex analyses, and will manage data collection and processing, statistical methods, and report preparation and presentation. The candidate will have the opportunity to develop methods and build on her/his current technical knowledge base in order to arrive at data-forward conclusions. The candidate will be asked to work collaboratively and inclusively, seeking to cultivate continued professional development and effectively communicate with all stakeholders.

To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
