Job Description

Under general direction, the Program Support Analyst performs a variety of highly complex and professional administrative duties in the planning and coordination of the activities of the assigned program while providing administrative and technical staff assistance to the assigned Program Manager in the Human Services Agency. This role supports the Alignment and Guidance Program’s broader mission, which encompasses community outreach, engagement, and the administration of related Economic Support & Self Sufficiency (ESSS) contracts and initiatives.

ESSENTIAL TASKS & DUTIES

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned

  1. Oversee the Mobile Benefits Center program, including its operations, budget, data, and equipment. Develop and implement policies and procedures that align with County/Agency regulations. Forecast resource needs and develop plans to support future staffing, equipment, materials, and supplies.
  2. Convene and facilitate Mobile Benefits Center planning and related meetings. Regularly collaborate and communicate with external partners to share updates, resolve issues, and ensure program goals. Work closely with relevant SFHSA programs and departments to ensure operational needs are met.
  3. Supervise staffing and event schedules, in coordination with the project team and outreach units. Ensure smooth logistics, setup, and overall event flow.
  4. Monitor and evaluate Mobile Benefits Center performance by tracking key metrics, delivering data reports to the A&G Community Engagement Manager and stakeholders, and maintaining satisfaction surveys to assess effectiveness and identify areas of improvements.
  5. Participate in a variety of complex and detailed programmatic responsibilities involving problem solving and project management.
  6. Manage assigned Alignment & Guidance contracts, monitoring performance through regular meetings with contractors and grantees. Support the full contract process from scope development to execution, ensuring all documents are accurate, clear, and ready for distribution.
  7. Coordinate outreach presentations and participation in general outreach tabling events for community partners and other City agencies as requested.
  8. Directly supervise subordinate staff as assigned; delegate appropriate workload, provide mentoring, coordinate staff training, and work with employees to correct deficiencies. Approve timesheets, leave requests, and handle other personnel-related administrative tasks.
  9. Represent the A&G Community Engagement unit in various meetings and settings; serve as a liaison to programs or other City departments as assigned.
  10. May participate in recruitment and selection of staff, develop selection tools, serve on interview panels, and recommend appointment of personnel.

Qualifications

Education: Possession of a Bachelor's degree from an accredited college or university

Experience: Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.

Substitution Language: Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

Substitution for Experience: Possession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

DESIRABLE QUALIFICATIONS:

  1. Experience using PowerPoint to develop presentations
  2. Experience with Excel using formulas, filters, and basic data visualization tools (e.g., charts, tables, pivot tables).
  3. Experience in a role requiring clear and effective communication through verbal presentations, meetings, and written materials for diverse audiences.
  4. Experience in a role requiring independent task management and collaboration within cross-functional groups.
  5. Possession of a CA driver’s license

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

SELECTION PROCEDURES:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

SUPPLEMENTAL QUESTIONNAIRE (WEIGHT: 100%)

Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. The Supplemental Questionnaire is designed to measure applicant’s relative knowledge, skills and abilities in job-related areas, identified as critical for successful performance. These may include but are not limited to: interpersonal skills, problem solving skills, organizational skills, collaboration skills, and project management.

Candidates must obtain a passing score on the Supplemental Questionnaire in order to be placed on the eligible list for positions in this job Class.

Candidate exam responses will be vetted as appropriate using AI use detection software. Evidence of use of AI, plagiarized answers, or falsified information in exam responses will be addressed in accordance with Civil Service Rules related to fraud and cheating.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

Additional Information

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
