Job Description

Under supervision, the Human Services Agency Employment & Training Specialist II provides services to clients of various socioeconomic backgrounds who may have serious barriers to employment. These services include case management, development and implementation of individual training, Welfare-to-Work Plans, and monitoring clients’ progress. The incumbent may perform entry-level work in the areas of program monitoring and operations, evaluation and planning, contract preparation and administration, and special employment related projects.

ESSENTIAL DUTIES AND FUNCTIONS 

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Manages a caseload and perform case management services, which include determination of eligibility, developing and implementing training and employment plans and monitoring client progress, and as required, applies sanctions for lack of compliance with program requirements.
  2. Interviews clients regarding economic, family, physical and emotional situations, assess need for services and refer clients to appropriate resources, such as CalWORKs, Family Stabiliza­tion, mental health or domestic violence services and others.
  3. Assists clients in completion of applications, forms and reports and reviews and evaluates applications for completeness and accuracy.
  4. Conducts orientation sessions to explain relevant policies, procedures, regulations, and requirements of the program to new clients and the public.
  5. Evaluates clients' educational background and work history, identifies training and vocational goals and designs an appropriate employment plan.
  6. Authorizes support services to assist clients in resolving barriers to employment, such as transportation, substance abuse, mental health, and childcare, refers clients to other agencies according to established policies, and coordinates service with public and private agencies and community resources.
  7. Provides advice, information, referrals, resource materials and other assistance to help clients obtain and retain jobs.
  8. Prepares contracts between the client and the County.
  9. Serves as a client advocate, provides emergency, crisis, or general intervention for client, and investigates and resolves client problems.
  10.  Prepares case narratives, reports, correspondence and other documentation and compiles technical data.
  11. Interprets laws, policies, and regulations as related to the program and make recommendations to incorporate in the employment/training plan.

Qualifications

  1. Education: Possession of a baccalaureate degree from an accredited college or university.
  2. Experience: Two (2) years public contact experience including interviewing to obtain information.
  3. License and Certification: Some positions may require possession of, or ability to obtain, an appropriate, valid California driver license.

Substitution: Additional qualifying experience may be substituted for the required degree on a year-for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.

Special Condition – Bilingual Proficiency: Some positions may require bilingual fluency in a variety of languages depending upon the department’s bilingual needs. Only those eligible candidate who pass the bilingual proficiency test will be considered for bilingual positions. Applicants must indicate on the application form the language(s) in which they claim proficiency.

Selection Procedures:

  2. Multiple Choice Examination (Weight: 100%) – Candidates who meet the minimum qualifications will be invited to take a remote multiple-choice exam. The exam is designed to measure essential knowledge, skills, and abilities in job-related areas which may include, but not limited to: ability to learn and apply the principles and procedures of record keeping to maintain client records; communicate effectively orally and in writing to persons of various social, economic, cultural and educational backgrounds individually or in group settings; motivate clients towards job readiness; learn and teach general job search methods; use of system applications, e-mail, spreadsheets, and word-processing software.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.
