Position Description:
Under the broad policy direction of the Administration Division leadership, the Chief Technology Officer (CTO) provides strategic planning and technical leadership for all information technology programs and initiatives at the SFMTA.
This director-level role is responsible for shaping and executing agency-wide IT policies, goals, and objectives. The CTO oversees all operational technologies—including Trapeze, Clipper, Hexagon EAM, Intelex, and other enterprise systems—and leads the implementation of major technology projects such as Customer Relationship Management (CRM) solutions, SFpark, and a range of infrastructure initiatives. These include network modernization, data center enhancements, video management systems, and the cross-agency equipment leasing program.
The CTO is accountable for the evaluation, implementation, and operation of the agency’s technology infrastructure and business systems. They also play a key role in defining SFMTA’s long-term technology vision to support growth, enhance efficiency, and drive innovation across the organization.

Candidates should demonstrate exceptional long-term planning and execution skills, along with a strong commitment to delivering high-quality, customer-focused service. Experience in launching and sustaining major technology initiatives is essential, as is the ability to clearly communicate complex IT concepts to non-technical audiences.
A successful candidate will value staff development, foster team cohesion, and promote performance accountability. Emotional intelligence, collaboration skills, and the ability to work effectively with multiple departments, city officials, and external stakeholders are critical for success in this role.
Minimum Qualifications:
1. Possession of a baccalaureate degree from an accredited college or university; AND
2. Ten (10) years of experience managing enterprise infrastructure and technology including eight (8) years of hands-on management of technology in an enterprise capacity and ten (10) years’ experience managing enterprise level infrastructure and applications.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
Substitution
Additional years of the required experience in managing enterprise infrastructure and technology may be substituted for the required degree on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.
