Children’s Funding Project is a nonprofit social impact organization that helps communities, states, and Native nations expand equitable opportunities for children and youth through strategic public financing. Through our hands-on technical assistance and collection of resources, we help advocates, policymakers, public agencies, and funders identify and align existing funding, generate new revenue, and implement strategies to administer funds in ways that maximize their impact. This growing organization is dynamic and seeks to meet the needs of the child and youth field and provide a healthy and fulfilling work environment. Read more about us at: https://www.childrensfundingproject.org/.

About the Position:

Children’s Funding Project is seeking a Senior Manager of State Impact to strengthen our relationships with state advocacy partners and expand the technical assistance we offer state partners with active advocacy goals. Specifically, the Senior Manager will work with state partners to understand and use strategic public financing tools - including fiscal maps, cost models, and revenue options analyses - to advance their advocacy goals. The Senior Manager will also provide strategic coaching to partners on campaign planning and coalition-building. The ideal candidate brings deep experience in state-level advocacy, strong communication, organization, and people skills, and the ability to guide partners from early readiness through coordinated action. The Senior Manager will work collaboratively across the organization, including the Fiscal Data Infrastructure and State Tax Policy teams. This new, full-time exempt position will report to the Senior Director of Fiscal Data Infrastructure.

State Partner Engagement and Coordination:

  • Provide consistent support to our state fiscal mapping and cost modeling partners who have advocacy goals to check in on their progress and needs.
  • Support technical partners in disseminating final fiscal mapping and cost modeling products to other state partners, and support the integration of these tools into advocacy strategies.
  • Facilitate coordination of partners within the child and youth policy and tax, budget, and revenue ecosystems within a state. Support partners in understanding effective advocacy roles within a coalition.
  • Support coalition planning and management by helping leaders navigate structure, roles, and decision-making within multi-organization advocacy coalitions.

Advocacy Capacity & Strategy

  • Support the development of talking points about the fiscal and cost analysis data we have available via our state fiscal maps and cost models.
  • Lead assessments of state partners’ readiness for advocacy work and advise on capacity-building strategies.
  • Provide coaching on the development of advocacy timelines, strategies, and action plans that include elements of strategic public financing.
  • Provide responsive coaching to partners with in-motion advocacy initiatives, helping to refine goals, messaging, and decision points during active campaigns.
  • Draft template legislation on topics related to codification of fiscal maps or cost models, funding allocation, and revenue generation.

Internal Knowledge-Building and Organization:

  • Grant management.
  • Legislative tracking and analysis; share wins, trends, and other findings with both internal and external audiences.
  • Use and maintain internal databases of state advocacy networks and partners. Ensure awareness of active state players and efforts across internal teams.

Skills & Experience:

  • A Bachelor’s degree and a minimum of 5-7 years of progressively responsible, relevant experience in state advocacy and/or policy work. Applied experience in child, youth, or family-focused policy development, education, or public finance preferred.
  • Experience coaching, informing, or providing technical assistance to state entities and community-based organizations. Experience supporting decision makers to make evidence informed policy decisions is a plus.
  • Experience assessing advocacy readiness, developing campaign action plans, and supporting coalition coordination in state-level policy contexts.
  • Strong communication skills and the ability to translate data-related concepts and solutions to professionals.
  • Experience working collaboratively and communicating across internal teams and with a variety of external audiences.
  • Deep commitment to the values of justice, equity, diversity, and belonging.
  • Comfortable with unfamiliar tasks and flexible in problem-solving, learning new skills, and embracing change.
  • Efficient and high-quality research and writing skills.
  • Attention to detail and anticipation of organizational needs.
  • Familiarity and comfort with common technology platforms (e.g., Microsoft Office 365, Google Suite).
