Senior Wireless Communications Policy Analyst

ANSER is a nonprofit organization focused on strengthening national and homeland security through independent analysis and practical solutions. We are seeking a Senior Wireless Communications Policy Analyst with deep 5G/RF engineering, standards, policy, and DoD program management experience to influence technical specifications, support cross‑departmental defense interests, and lead international and interagency engagements.

Skills

  • Expertise in 4G/5G/LTE systems, cellular network design, and RF/spectrum engineering
  • Hands‑on experience with 3GPP processes and standards contributions
  • Program management experience in DoD or federal environments
  • Familiarity with ORAN, AI‑RAN, network slicing, zero‑trust concepts, and private networks
  • Knowledge of edge computing, AR/VR use cases, satellite networking, and relevant 5G use cases
  • Proven ability to prepare and deliver technical briefings to senior leadership
  • Active TS/SCI clearance and experience with DoD processes and organizations
  • Experience coordinating international and interagency telecommunications engagements

Responsibilities

  • Provide technical expertise on C3 concepts, systems, and architectures across air, land, maritime, space, and cyberspace domains
  • Evaluate 5G technologies and policy implications for DoD mobility and wireless solutions
  • Represent and contribute to standards development (e.g., 3GPP) and other SDOs to influence technology direction
  • Coordinate defense program interests and interagency initiatives related to telecommunications competitiveness and security
  • Draft policy, white papers, and briefings for senior DoD leadership and standards bodies
  • Lead and participate in international working groups and interoperability programs with FVEY, NATO, Japan, South Korea, and Singapore
  • Engage with industry, regulatory, and international partners to shape 5G standards, spectrum, and security policy
  • Support program management activities within DoD environments, ensuring deliverables and stakeholder coordination

Education

  • Master's degree with 22+ years' relevant experience OR PhD with 20+ years' relevant experience in 5G/RF engineering, policy, or related fields
  • Active TS/SCI security clearance required
