Contract and Compliance Manager Overview

 

The Contract and Compliance Manager oversees the agency’s contracts, ensuring compliance with funding requirements and appropriate budget allocation. This role is responsible for compiling, analyzing, and reporting financial data to support the CFO and other stakeholders in making informed decisions. The position plays a critical role in maintaining fiscal integrity, ensuring timely reporting, and aligning contract obligations with budgetary goals.  This is a full time exempt position reporting directly to the CFO and manages two finance staff members, the Budget Analyst and the Billing Specialist. This position requires being on site at least 2-3 days per week in downtown San Francisco. This is not a fully remote position.

Responsibilities:

  • Review and approve all monthly/quarterly billings and reports
  • Collaborate with Controller and other fiscal team members to ensure timely month-end close and accurate monthly cost allocation. 
  • Perform monthly salary allocations, cost allocations, journal entry adjustments, and administrative variance analysis.
  • Partner with Program Directors on grant applications, renewals, and reporting.
  • Ensure full compliance with government and private funder requirements for all contracts and grants.
  • Prepare grant budgets, the annual agency-wide budget, and other special budgets as needed.
  • Manage contract billing and revisions; serve as the main point of contact for internal and external inquiries regarding grants.
  • Attend quarterly audit meetings and coordinate the preparation of audit documentation.
  • Conduct monthly budget-to-actual analysis; recommend and implement cost allocation adjustments.
  • Lead monthly budget review meetings with program directors and managers.
  • Monitor financial performance, analyze variances, identify trends, and present actionable recommendations to the CFO.
  • Attend weekly fiscal team meetings, funder/client meetings, and relevant training sessions.
  • Provide financial analysis and guidance to internal and external stakeholders.
  • Stay current on grant and contract regulations through ongoing professional development.
  • Supervise and provide mentorship to the Budget Analyst and Billing Specialist.

 Knowledge/Experience/Skills Required: 

  • A minimum of 5 years of experience working with nonprofit organizations and focus on contracts and compliance management
  • Ability to leverage strengths of the current finance team members, help to clarify roles and responsibilities and develop and implement training programs in order to maximize and reach optimal individual and organizational goals.
  • Exceptional written, oral, interpersonal and presentation skills to effectively interface with senior management and staff.
  • Personal qualities of integrity, credibility, and unwavering commitment to Wu Yee Children's Services' mission.
  • Comfortable partnering with staff and management, working with highly confidential data and being effective in a fast-paced, time-sensitive environment.
  • Prior experience working with non-profit accounting software (NetSuite) 
  • Strong knowledge of program fund and grant accounting.
  • Excellent Excel (vlookup, pivot table, match and index, etc.) skills.
  • Strong knowledge of budget and allocation.
  • Experiences in NetSuite preferred.

Education Required:

  • Bachelor’s degree in accounting or equivalent with fifteen years working experience in accounting 

Physical Requirements:

  • This is largely a sedentary job position; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary.

Compensation and Benefits:

  • Salary $109,180 - $130,810 exempt
  • Fully paid employee health, dental, and vision.
