Seeking a new career challenge? Then Woolpert is seeking you! Woolpert is hiring a GeoBase Regional Support Team Senior Analyst to work on site at Lackland Air Force Base (AFB) in San Antonio, Texas.

GeoBase Analyst will be part of a dynamic fast-paced team supporting United States Department of the Air Force (DAF) installations for the Air Force Civil Engineer Center (AFCEC) GeoBase program. Analyst will support installations worldwide, utilizing Esri ArcGIS desktop and enterprise solutions to meet installation and GeoBase program geospatial requirements in coordination with GeoBase Service Desk managers. Analyst will also manage performance, resourcing, and career development for their group of analysts, enabling them to support multiple projects, GeoBase program initiatives, and Service Desk requests.

Responsibilities

As a GeoBase Regional Support Team Senior Analyst at Woolpert, you will:

• Manage Project Performance - project task assignments, progress monitoring, and status reporting
• Serve as a Scrum Leader - Agile manager and service management process coach:
  • Utilize the GeoBase Agile framework to enable task visibility and project transparency to our AFCEC client, recording all processes and tasks, and managing all projects
• Regional Support Analyst mentor - support analysts to meet client project goals and target utilization:
  • Ensure analysts have all skills necessary to meet project requirements
  • Set Woolpert performance goals, track progress, and mentor analysts for success
  • Utilize analysts for tasks that promote skills development
  • Analyst professional growth (certifications, training, etc.)
• Project leadership coordination - assist the Team Leader in the development of project estimates and production schedules, to also include:
  • Matching analyst skills to project requirements and across project technical groups for maximum cross functional support
  • Managing analyst work schedules, office days, and time off
• Architect solutions:
  • Analyze current processes and workflows and provide recommendations to develop enterprise solutions
  • Work closely with GeoBase stakeholders and mission partners to identify requirements, capability gaps, technical issues, and training needs
• Create and maintain Air Force Civil Engineering GIS data in an enterprise environment, managing a versioned, multi-user geodatabase
• Perform data quality assurance and control, ensuring compliance with Air Force and Department of Defense geospatial data standards
• Perform regular and frequent data updates in coordination with analysts or government personnel located at DAF installations and other locations
• Work closely with end users in the Air Force installation GeoBase offices and other base organizations to support GIS requirements, technical issues, and training needs such as data stewardship, ArcGIS applications, SDSFIE data model, enterprise capabilities, and GeoBase program objectives
• Coordinate and execute GIS data submissions and requests to authorized stakeholders and mission partners, including disaster response and emergency mapping and analysis support
• Create and maintain installation and AF enterprise geospatial metadata
• Perform complex GIS data analysis, extraction (digitization), and geocoding processes

Qualifications

Minimum Requirements

• U.S. citizenship.
• Four (4) years of geospatial experience
• Active Tier 1 Investigation (National Agency Check and Inquiries NACI), security clearance, or the ability to pass a Tier 1 Investigation
  • Willingness to undergo a pre-employment background check and drug screening

• Extensive knowledge of Esri ArcGIS software and capabilities:
• Four (4) years of experience using ArcGIS Desktop (ArcMap) or ArcGIS Pro
• Four (4) years of experience using Portal for ArcGIS or ArcGIS Online (AGOL)
• Enterprise GIS management:
• Two (2) years of experience working with enterprise GIS databases conducting Quality Assurance/Quality Control (QA/QC) processes in multi-editor environments
• Two (2) years of experience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), GIS data standard, or other defined spatial data model
• Two (2) years of experience with the Agile project management methodology using Atlassian or similar platforms
• Four (4) years of experience in a role requiring:
• Excellent problem-solving and consulting skills with emphasis on client and team member engagement
• Proven experience providing excellent customer service
• Strong technical proficiency using Microsoft Office products
• Excellent written and verbal communication skills necessary for our dynamic working environment
• Attention to detail and proven experience meeting data quality assurance and accuracy standards
• Strong organizational, time management, and analytical skills
• Ability to work independently, collaboratively as part of a team, and as a member of a large organization
• Ability to offer constructive feedback and problem solving, as well as clear direction to support goals

Preferred Qualifications:

• Experience with the DAF GeoBase program
• Proficiency with Esri ArcSDE, ArcGIS Server, or ArcGIS Enterprise
• Proficiency using ArcGIS Pro Attribute Rules or ArcGIS Data Reviewer tools
• Experience with database management software, Oracle, or SQL
• Proficiency in processing and using geospatial imagery and lidar data
• Experience with DoD geospatial data and systems
