Oversees the organization’s financial information, accounting practices, Purchasing, Contracts, and execution of the department’s approximately $12M annual budget. The majority of the department’s funding comes from federal and state funds requiring a high level of compliance and oversight. Performs complex, professional level, accounting work in order to analyze the General Ledger. Performs professional, administrative, and technical work in all budget and finance related matters for the Health Department. Serves as a resource person and liaison to the County Finance Department, multiple auditors, Division Directors, and staff. Provides fiscal related training to all necessary staff. Evaluates, analyzes, and ensures Department fiscal information is accurate, compliant, and up to date. Creates timely and accurate: internal financial statements, projections, and allocation tracking reports monthly. Updates the Executive Director at least monthly on projections, items to consider, and overall fiscal status of the Department. Creates and presents user-friendly financial information to program directors and staff. Directs and assigns work, activities, functions, and obligations to the Business Analysts.

Provides fiscal information for the long-range planning, organization, direction, and oversight of the Mesa County Health Department. Advises the Executive Director and other Department staff on financial aspects of the Department. Complete, review, or monitor monthly, quarterly, and annual account reconciliations, miscellaneous reporting, and billing functions. Analyze account transactions and activity for accuracy. Responsible for reviewing entries, balancing, reporting and researching discrepancies in the General Ledger on a monthly basis.

Supervises the Business Analysts. Is expected to know and cover the responsibilities of all areas of accounting in the absence of any of the Business Analysts. Approves and codes all purchases made by MCPH. Works very closely with the staff on purchasing as well as the Program Managers on contract invoices, budget, projections and reviewing sub-recipient monitoring reports.

Oversees the entire Fiscal unit that includes Accounting, Contracts, and Purchasing. May delegate, plan, schedule, monitor and evaluate the work of subordinate personnel in order to accomplish the objectives of the department and to effectively utilize resources.

Develop financial policies. Provide comments and assistance on financial policies and procedures. Implement efficient workflow procedures and internal control.

Plan, schedule, coordinate, and direct numerous annual audits. Respond or review audit requests for support documents. Coordinate audit guidance in implementation and maintenance of internal control. Research and compile data to comply with financial reporting compliance and integrity of County systems and records; files appropriate reports with local, State, and Federal agencies. Works with State, Federal, and independent auditors to ensure compliance with Federal, State, and other regulations, as well as mediates disputes. Works with auditors to improve and maintain internal controls to safeguard the MCPH, and County’s, assets.

Carries out responsibility in accordance with County policies, procedures, and applicable laws. These responsibilities may include interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, and resolving problems.

Acts as the Financial Officer for MCPH, exercising primary responsibility for the fiscal well-being of the Department. Analyzes and monitors fiscal information provided by the County, State, and internal accounting staff. Advises the Executive Director, Program Managers, other Department staff, regarding fiscal issues affecting the Department.

Monitors, prepares, and presents to the Executive Director monthly, year-to-date, and annual expenditures and projections for the operation of the Department.

Ensures all allocations and grant funds are properly expended, all revenue has been requested and received and all closeout documents have been submitted.

Stay abreast of upcoming state funding changes and participate in groups on the planning and implementation of those changes. Participates in statewide allocation and funding related meetings.

Maintains a high level of understanding of the multiple funding streams and how they can be blended and braided to best serve the department’s needs. Keeps abreast of policy and practice changes pertaining to funding. Including but not limited to 2 CFR part 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, GASB, GAAP, State, and local funding and procurement policy.

In conjunction with the Executive Director, responsible for the preparation and presentation of the annual budget to the BOPH, BOCC and the Budget Review Team. Monitors revenues and expenditures, and advises the MCPH Senior Leadership and Program Managers regarding budget issues. Prepares reports for the BOCC, County Finance Department, MCPH Senior Leadership, and other Department staff, as needed.

Coordinates the preparation of supplemental budget requests to the BOCC in accordance with Colorado’s Local Government Budget Law; analyzes the budgetary impact of supplemental requests; develops recommendations and options for funding; conducts necessary research and communicates as needed with departmental staff.

Acts as a liaison with other agencies, counties, and state staff to provide information, develop allocation procedures, problem solve, and implement new programs. Works with community boards, County and Department committees, elected and appointed officials, and Mesa County staff to provide information, problem solve and implement new programs.

Administers and oversees the grant application process; ensures compliance with reporting, financial, and general grant requirements; manages budgetary elements related to contracts; reports potential contract problems to the Contract Manager and/or Senior Leadership.

Responds in a timely, accurate manner to inquiries; researches issues; prepares line-item transfers; provides general clarification of procedures and policies.

Attends management meetings with MCPH department program staff, participates in planning, controlling, and directing department activities, functions and obligations.

Maintains effective relationships with MCPH Leadership staff, County Finance Director, employees, other County staff, and other agency liaisons. The incumbent represents the County in matters of importance to the entire department; contacts require the ability to extend a high degree of interpersonal skill.

Education and Experience:

Bachelor's degree in accounting, finance, or a related field and four (4) years of progressively responsible related professional experience required. Prior experience with Health Department funding preferred.

Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

Licenses and Certifications:

Certified Public Accounting (preferred)

Medicaid Billing Experience (preferred)

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds.

Work is generally confined to a standard office environment.
