Senior Director, Public Policy and Advocacy (Privacy and Technology)

College Board –Global Policy and External Relations

Location: This is a fully remote role. Candidates who live near CB offices have the option of being fully remote or hybrid (Tuesday and Wednesday in office).

About the Team

Global Policy and External Relations (GPER) is a close-knit team of policy, government relations, and employer engagement professionals who drive policy proposals and appropriation priorities from design to implementation. Our core capabilities include policy design and adoption to reach a broader group of students, field and subject-matter expertise to help College Board programs innovate and adapt, and advocacy and policy implementation to build and maintain a powerful network of external allies that advance our organizational goals.

About the Opportunity

As the Senior Director of Policy and Advocacy, you will design and lead a policy portfolio focused on privacy and technology policies that impact education and assessments, working closely with internal program leadership and teams. You will be responsible for crafting innovative and proactive policies that ensure both robust privacy protections for students while allowing them access to programs and information critical to their future success. You'll strategically respond to evolving technology-related legislative and regulatory trends, positioning College Board effectively for future challenges.

You will collaborate closely with the policy lead on artificial intelligence – andprogram teams, government relations, and legal partners to advance College Board's strategic objectives and uphold the trust and security of the students and educators we serve.

In this role, you will:

Lead a Privacy and Technology Policy Expert Portfolio (50%)

  • Track, analyze, and report on legislative and regulatory actions and trendsacross states and globally related to privacy, data protection, and technologysharing insights with internal stakeholders to guide decision-making around product and policy development.
  • Identify key regulatory processes, developing strategies and initiatives to effectively influence outcomes that align with College Board’s mission and priorities.
  • Develop comprehensive and innovative policy positions, analyses, and talking points regarding specific legislative and regulatory proposals, ensuring alignment with organizational objectives and regulatory compliance.
  • Partner with government relations and legal colleagues to design proactive advocacy strategies in collaboration with other internal and external partners.
  • Influence stakeholders through clear and persuasive policy position papers tailored to various internal and external stakeholders on issues related to data privacy, data regulation, emerging technologies, and artificial intelligence.
  • Represent College Board in policy discussions and public events, effectively communicating complex issues to diverse audiences, including policymakers and educational leaders.

Lead Internal Public Policy Strategy on Privacy, Technology and Related Issues (30%)

  • Lead the internal process for developing and executing College Board’s public policy strategy around privacy and technology.
  • Convene cross-divisional meetings to ensure alignment, coordination, and effective execution of privacy and technology policy initiatives. In particular, you will partner with the Policy expert on artificial intelligence on the emerging area of AI and privacy.
  • Lead the design and evolution of enterprise-wide legislative intelligence systems that proactively surface emerging policy risks and opportunities. Drive cross-functional coordination to resolve high-stakes policy issues, ensuring timely executive decision-making, stakeholder clarity, and strategic alignment across the organization.
  • Deliver executive-ready briefs and scenario analyses to the Executive Leadership Team, enabling go/no-go decisions on emerging privacy and technology legislation within 48 hours of bill introduction.

Lead Advocacy and Other Policy Work (20%)

  • Architect and steward multi-year alliances with leading privacyand ed-tech organizations—jointly publishing white papers and op-eds that pre-empt harmful regulation and position College Board as the sector’s trusted authority.
  • Cultivate a high-impact external advisory network (academics, industry, think tanks) that provides informal and formal feedback and input on privacy policy strategy, directly shaping product roadmaps and public testimony.
  • Accelerate enterprise-level policy priority agenda-setting and analysis in emerging technological areas, galvanizing cross-functional momentum and turning strategy into action.
  • Mentor and elevate emerging policy talent through targeted coaching, constructive feedback, and skills-development pathways.

About You

You have:

  • 7-10 years of experience in privacy public policy, including working at the intersection of product and privacy, demonstrating success in legislative analysis, advocacy, and policy strategy development.
  • Exceptional writing, analysis, and communication skills with experience drafting legislative amendments and policy papers.
  • Laser-like attention to detail, with the ability to build tracking systems, keep them updated, and adjust as needed for internal stakeholders.
  • Proven expertise in navigating dynamic regulatory environments, prioritizing multiple projects, and delivering impactful policy solutions.
  • Established relationships within policy networks focused on privacy, data regulation, and technology.
  • Ability to strategically lead internal teams and influence external policy stakeholders effectively.
  • Strong organizational, prioritization, and problem-solving capabilities.
  • Bachelor's degree in public policy, technology policy, law, or a related field; master’s or JD preferred.
  • Willingness to travel approximately 8-12 times per year.

About Our Process
