  • Salary: The hiring salary for the Cost Analyst is starting at $81,287. The full pay range for Cost Analyst is $69,476 - $111,162.

About the Job:

The Facilities Management department is seeking a motivated and proactive Cost Analyst to join their dynamic team. The ideal candidate will possess strong critical thinking and problem-solving skills to help analyze project trends and support accurate cost forecasting. Their Effective communication and collaboration skills will be essential while working closely with capital project managers, consultants, and multiple departments to ensure a smooth execution of financial controls and reporting. The selected candidate’s proactive mindset, adaptability, and attention to detail will play a key role in managing contractor payments, processing invoices, and contributing to departmental budget planning. 

What You’ll Do:

  • Change Analysis & Trend Reporting: Provides analysis, coordination, and processing of Design Change Requests (DCRs) and cost/schedule trends to ensure that project trend reports accurately reflect the current and projected status of capital projects and programs. Compiles, reconciles, and maintains cost data and technical analyses to verify and document actions related to each project trend. 
  • Payment Application & Compliance Review: Provides technical assistance in reviewing and reconciling contractor and consultant pay applications against contracts and internal procedures. Identifies discrepancies for capital project managers and ensures compliance with insurance, payroll, and safety requirements. Analyzes and distributes cost reports and spreadsheets, ensuring accuracy and appropriate cost allocations. Processes invoices tied to a multimillion-dollar capital budget, ensuring accuracy, compliance, and timely payment. 
  • Financial Planning: Oversees financial control of on-call consultant agreements by managing task-level notices to proceed, transferring funds to project-specific cost groups, and generating monthly reports. Assists in cost planning, forecasting, and financial reporting for various capital and maintenance projects using project management software and specialized tools. 
  • Cash Flow & Project Performance Analysis: Supports the Senior Cost Analyst in preparing short- and long-term cash flow analyses and forecasting project savings or cost overruns. Contributes to performance and productivity reporting using earned value metrics, “S” curves, and other performance tracking methods. 
  • Support & Training: Assists in the installation, configuration, and testing of maintenance software and related hardware. Provides training to staff, consultants, and contractors, creates instructional materials, and conducts both one-on-one and classroom sessions. 
  • Departmental Budget Support: Performs moderately complex tasks related to departmental budget preparation and management. Assists with developing financial projections, preparing expenditure and staffing analyses, and generating budget monitoring reports. Drafts budget documents and adjustment requests, and contributes to special projects as assigned.

  1. Project Management – Accurately assesses project scope, budget, and timeline by determining required process steps and resources needed to achieve defined outcomes and objectives. 
  2. Relationship & Interpersonal Skills – Cultivates interpersonal rapport and trust, both up and down, by exhibiting consistency and reliability; demonstrates awareness of others’ needs. Builds and maintains relationships with internal and external stakeholders. 
  3. Problem Solving - The ability to identify issues—such as discrepancies in pay applications or misaligned budgets via attention to detail. Look for solutions to resolve them efficiently. 
  4. Time Management - With responsibilities spanning multiple reports, deadlines, and financial tasks, strong time management ensures that all duties are completed accurately and on schedule, contributing to overall project performance. 
  5. Leveraging Technology - Effectively uses and generates information electronically integrates technology solutions and systems. 

The Experience You Need to Have**:

  • Three years of increasingly responsible cost analyst experience, in large scale construction/maintenance projects. 
  • Graduation from an accredited four-year college or university with a major in accounting, finance, business administration, construction management, engineering, or a closely related field.  
  • Or an equivalent combination of education, training, and/or experience.  

Licenses, Certificates, and Special Requirements:

  • Successful completion of a fingerprint-based background investigation, training, and testing required for employment and operation of Authority and San Diego County physical security, surveillance, radio and telecommunications equipment.  

Preferred Licenses; Certificates; Special Requirements:

  • Certified Cost Engineer, Certified Cost Consultant, Certified Public Accountant
