Job Description Summary

The Assistant Director of Parking Operations plays a vital leadership role within Penn Parking, overseeing all aspects of daily operations and ensuring a safe, efficient, and customer-focused parking experience across campus. Reporting to the Director of Penn Parking Services, this position manages staffing, scheduling, enforcement, maintenance, technology systems, equipment, and facilities while aligning operations with University standards and strategic goals.

The Assistant Director leads and develops a diverse team that includes managers, supervisors, unionized parking attendants, custodians, parking enforcement officers, and temporary staff. The role is also responsible for coordinating maintenance, managing vendor relationships, planning special events, supporting capital projects, budgeting, and equipment upgrades.

This position requires exceptional leadership, communication, and organizational skills, as well as the ability to effectively manage union environments and collaborate across University departments, including Facilities and Real Estate Services (FRES).

Job Description

Key Responsibilities:

  • Lead, train, and supervise all parking operations staff, including managers, supervisors, unionized attendants and custodians, enforcement officers, and temporary staff.

  • Oversee payroll, scheduling, and operational readiness for all Penn Parking garages and surface lots.

  • Manage daily parking operations, ensuring safety, revenue control, efficiency, and positive customer experiences for permit and transient customers.

  • Coordinate snow removal, oversee the parking fleet, and manage maintenance and repair programs for vehicles, facilities, and equipment.

  • Conduct regular facility and personnel inspections to ensure safety, cleanliness, and proper state of repair.

  • Manage maintenance projects and troubleshoot all PARCS equipment; coordinate preventive and emergency repairs with FRES and external vendors.

  • Recommend and oversee equipment improvements, upgrades, and replacements; participate in annual budget and capital planning processes.

  • Manage the growth and operation of the University’s electric vehicle (EV) charging program.

  • Participate in project meetings, provide data and reporting, and coordinate with FRES project managers and area managers.

  • Maintain and update parking signage plans, policies, and operational procedures.

  • Ensure compliance with collective bargaining agreements (CBAs); serve as liaison with union leadership and Human Resources.

  • Plan, organize, and execute parking operations for major campus events, including Alumni Weekend, Commencement, and Penn Relays.

  • Contribute to monthly reporting, key performance indicators (KPIs), reconciliations, and operational reviews.

Qualifications:

  • Bachelor’s degree and 3–5 years of supervisory experience, or equivalent combination of education and experience required.

  • Proven operational management experience in a complex, fast-paced, customer service-oriented organization is required.

  • Experience managing facilities, renovations, and maintenance operations.

  • Demonstrated ability to lead and develop staff in a unionized environment strongly preferred.

  • Experience in planning and executing parking or transportation operations for large special events.

  • Strong organizational, analytical, IT, and problem-solving skills.

  • Excellent interpersonal, written, and verbal communication skills.

  • Experience with Amano parking systems or similar technologies preferred.

  • Valid U.S. driver’s license required.

  • Flexibility to work evenings, weekends, and holidays as needed to support operations and events.

Penn Parking Services, a department within the Division of Business Services, manages parking operations across the University of Pennsylvania’s campus, including 25 garages and surface lots, and special event parking. The department provides a variety of parking options for faculty, staff, students, and visitors, ensuring that operations are safe, efficient, and customer-focused.

In addition to overseeing parking facilities, Penn Parking supports the University’s sustainability goals through the expansion of electric vehicle (EV) charging infrastructure and efficient transportation initiatives. The department also plays a key role in supporting large campus events such as Commencement, Penn Relays, and Alumni Weekend.

Salary offers are made based on the candidate’s qualifications, experience, skills, and education as they directly relate to the requirements of the position, and in alignment with salary ranges based on external market data for the job’s level.
