In accordance with 62 O.S. § 34.301(h)(6) and OAC 260:130-1-2, this position has been designated as executive management and is exempt from the civil service and human capital modernization act and applicable rules.

The Senior Director of Program Integrity and Accountability provides strategic leadership and oversight of all provider and member audit activities to ensure compliance with state and federal regulations, accuracy of financial transactions, and protection of Medicaid funds. This position directs the federally mandated Payment Error Rate Measurement (PERM) project, coordinates external audits of the agency, and ensures timely corrective actions in collaboration with federal and state partners. Serving as the agency’s audit liaison and subject matter expert, the role oversees professional audit staff, ensures the integrity of audit outcomes, and advances process improvements that strengthen transparency, accountability, and fiscal stewardship across OHCA programs.
Oversees the planning, writing and completion of audit programs, documenting planning, assessment, fieldwork and reporting components of the audit.
Directs staff to, and participates in, obtaining, analyzing and appraising of evidentiary data as a basis for an informed and objective opinion. Directs and performs fieldwork and maintains workpapers which support established objectives, documents work performed and also support any additional audit work which may be deemed to be within the scope of the audit / review during the course of the audit / review.
Makes oral and / or written presentations to management and others during and at the conclusion of the reviews / audits, discussing deficiencies and opportunities for improvement. Reports results of audits or special projects in a timely manner, including information which satisfies the original objectives, and objectively disclosing the necessary report elements.
Reviews completed and partially completed work assigned to staff to ensure that staff adequately understand the assignment, workpapers are adequate, conclusions reached are adequately supported, draft reports reflect conclusions reached and are objectively stated, and that work is being performed in a timely manner considering the urgency of the audit / project.
Works in collaboration with the Attorney General’s Medicaid Fraud Control Unit on audits / reviews which appear to be fraudulent in nature.
Creates strong departmental processes to ensure efficient and effective performance, leverages technology and automated audit tools.
Manages the Performance Management Process for the audit staff; develops job accountabilities, designates accountability priority, performs employee evaluation, documents performance and conveys such to employee, and creates employee development plan.

The Senior Director of Program Integrity and Accountability must possess comprehensive knowledge of auditing principles, healthcare compliance, and Medicaid program operations, supported by strong analytical, financial, and regulatory expertise. This role requires advanced skills in audit strategy, data interpretation, and policy application, with the ability to navigate complex federal and state requirements to ensure program integrity. The individual must demonstrate exceptional leadership and communication abilities to manage professional audit teams, collaborate across divisions, and represent the agency before executive leadership, federal entities, and oversight bodies. Success in this position hinges on the ability to make sound, timely decisions grounded in analysis and regulatory understanding (Decision Quality), establish and uphold clear standards of accountability across teams and projects (Ensures Accountability), and effectively manage multifaceted and high-stakes audit processes that demand precision and adaptability (Manages Complexity).
Bachelor’s degree and 7 years of professional business or public administration experience, including 4 years in a supervisory or administrative capacity OR
An equivalent combination of education and experience, substituting one year of professional or technical administrative experience in business or public administration for each year of the required education.
NOTE: No substitution will be allowed for the required professional experience in a supervisor or administrative capacity.
The following certifications: CPA - Certified Public Accountant, CIA - Certified Internal Auditor or CPIP – Certified Program Integrity Professional.
Must be able to remain sitting for prolonged periods at a desk and working on a computer.
Must be able to move or lift up to 15 pounds at various times.
The office work environment includes regular exposure to general office equipment such as computer equipment, phones, and copy machines.
