We are seeking an analytical and delivery-focused Senior Manager of Portfolio Operations & Delivery Health to support the execution of technology strategy across the US insurance division. Reporting to the Senior Director of Portfolio Management, this role will help ensure transparency into portfolio performance, alignment of funding and capacity, and continuous improvement of agile delivery practices.

The ideal candidate brings a strong background in financial oversight, agile metrics, and portfolio governance, and can drive alignment between strategic investment decisions and execution outcomes.

Key Responsibilities: 

Portfolio Financial Operations & Governance 

  • Monitor portfolio budgets, forecasts, and actuals to ensure financial accountability and transparency. 

  • Partner with Finance and Value Stream Leaders to track value realization and cost-benefit performance. 

  • Partner with Finance and Value Stream Leaders to provide quarterly investment reports, trend analysis, and funding adjustment recommendations. 

  • Support governance cadences and facilitate preparation of review packages and executive updates. 

Agile Delivery Metrics & Reporting 

  • Define and maintain portfolio-level delivery metrics (e.g., throughput, cycle time, feature delivery rate). 

  • Drive consistent use of agile metrics across value streams to monitor performance and enable data-driven decision-making. 

  • Consolidate and visualize portfolio performance in dashboards and reports to inform executive and product leadership. 

Agile Practice Enablement & Continuous Improvement 

  • Promote disciplined agile practices by partnering with Release Train Engineers (RTEs), Product Managers, and Scrum Masters to ensure consistency and maturity. 

  • Serve as a thought partner in optimizing estimation, backlog hygiene, velocity tracking, and team-level reporting. 

  • Facilitate workshops or retrospectives to reflect on outcomes and identify improvement opportunities. 

Cross-Functional Partnership 

  • Collaborate with Portfolio Managers, Product Management, Architecture, and Engineering to align scope, funding, and capacity. 

  • Elevate risks related to delivery delays, budget gaps, or misaligned priorities and propose mitigation strategies. 

  • Act as a liaison between delivery teams and senior leaders to drive transparency, accountability, and executional discipline. 

Qualifications: 

  • 5-7+ years of experience in portfolio or program management, finance operations, or agile delivery roles. 

  • Strong understanding of Agile, Scrum, and SAFe methodologies; SAFe certification a plus. 

  • Demonstrated experience analyzing and reporting financials, delivery metrics, and performance trends. 

  • Proficiency with tools such as Jira, Jira Align, Azure DevOps, or Planview. 

  • Excellent organizational, facilitation, and communication skills with a strong attention to detail. 

Education: 

  • Bachelor’s degree required; master’s degree in business, technology, or related field preferred. 

Preferred Attributes: 

  • Experience in the insurance or financial services industry. 

  • Skilled at bridging finance and delivery to drive strategic outcomes. 

  • Able to synthesize large data sets into clear, actionable insights for executives and delivery teams.
