Job Purpose:

We are looking for a highly experienced Senior Project Manager with deep expertise in Agile/Scrum methodologies to lead the successful execution of a large-scale enterprise software program. This role requires a strategic leader with a strong history of managing complex, multi-year initiatives involving multiple teams, stakeholders, and vendors. The successful candidate will bring proven experience in Agile delivery, team leadership, technical coordination, and vendor management—driving technical accountability while fostering a culture of continuous improvement and Agile maturity.

Key Responsibilities

  • Lead cross-functional teams throughout the full project lifecycle, ensuring on-time, in-scope, and within-budget delivery of all technical components of software-centric initiatives.
  • Provide leadership and mentoring to a team of project managers responsible for delivering various technical workstreams—such as data migration, system integration, security, infrastructure, DevSecOps, and the decommissioning of legacy systems—in coordination with a vendor-led implementation.
  • Champion Agile methodologies, guiding teams toward high performance and self-sufficiency while fostering an organization-wide Agile mindset.
  • Facilitate core Agile ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives.
  • Collaborate closely with engineering, infrastructure, and cybersecurity teams to integrate external information systems with internal or third-party environments.
  • Utilize project tracking tools such as Azure DevOps, Jira, or GitLab to manage and report on progress related to user stories, epics, bugs, and release planning.
  • Manage vendor partnerships to ensure contractual terms, deliverables, and service level agreements (SLAs) are met.
  • Assist teams in understanding and managing architectural and technical dependencies across cloud environments, security frameworks, and enterprise infrastructure.
  • Develop and execute risk management plans that identify, mitigate, and monitor project risks.
  • Ensure that all planning and execution activities are aligned with security policies, compliance standards, and governance frameworks.
  • Support change management initiatives by engaging stakeholders, addressing resistance, and preparing teams and users for upcoming transitions.
  • Prepare and maintain comprehensive project documentation, including project charters, timelines, RACI matrices, and post-implementation assessments.

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Business, or a related discipline.
  • Certified Scrum Master (CSM, PSM, or equivalent) is required.
  • Minimum of 10 years of professional project management experience, including at least 3 years in Agile/Scrum delivery environments.
  • Demonstrated experience leading large-scale enterprise software deployments.
  • Proven ability to build effective teams, establish structure, and align resources to successfully execute complex scopes of work.
  • Hands-on proficiency with project tracking tools such as Azure DevOps, Jira, or GitLab.
  • Experience in working with large consulting firms is a plus.
  • Proven track record of vendor management, including performance oversight and issue resolution.
  • Knowledge of federal compliance frameworks such as NIST and FedRAMP.
  • Strong communication, leadership, and interpersonal skills.
  • Ability to work independently and align cross-functional teams around shared objectives.

Preferred Qualifications

  • Certification in SAFe or PMP (Project Management Professional).
  • Experience in public sector, government agencies, or other regulated industries.
  • Direct experience applying NIST, FedRAMP, or other regulatory standards in project execution.
