CIO/Executive Director of Information Technology


The  Chief Information Officer (CIO)  provides strategic leadership and vision for technology integration, infrastructure, and innovation across the college. The CIO is responsible for ensuring that technology supports academic excellence, operational efficiency, and equitable access to digital resources. This position oversees all aspects of instructional and administrative technology, cybersecurity, data management, and emerging technology initiatives. The CIO collaborates with senior campus administrators, faculty, staff, and students to plan, budget, and deliver technology across the college's computing environments. They develop strategies that leverage information technology to optimize customer service, technology development, IT operations, teaching, and learning. The CIO sets and implements college standards for the acquisition of information technology resources and sets and enforces appropriate policies and best practices. The CIO reports directly to the President. 


ABOUT THE COLLEGE:

Green River College's student body is made up of approximately 41% Academic Transfer students, 34% Professional-Technical students, 15% Adult Basic Education student, and 3% Applied Bachelor degrees. Green River College has four campuses, including the main campus in Auburn, Washington, with satellite campuses in Kent, downtown Auburn, and Enumclaw. Green River programs serve high school graduates, Running Start students (dual enrollment in local high schools and the college), those seeking retraining for the workforce, international students, students learning English, and Continuing Education students. Green River's service areas are increasingly ethnically diverse, comprising African Americans, African immigrants, Asian Americans, Asians, Latinx, Native Americans, Pacific Islanders, and Middle Eastern Americans, among other communities.

Leadership and Collaboration:


  • Participate as a member of the executive management team, providing expertise and counsel as the chief information technology officer for the college; serve as liaison between IT and other college departments.
  • Lead and supervise the Information Technology Infrastructure, Educational Technology, and Student Information Systems teams, including training and performance evaluations.
  • Ensure compliance with state and federal funding requirements for technology-related grants and programs.
  • Establish and maintain GRC policies and procedures for technology use, security, and ethical standards.
  • Lead the development and implementation of a GRC technology vision aligned with educational and operational goals.
  • Establish short- and long-term technology plans that support teaching and learning at GRC.
  • Ensure the integration of technology enhances student learning, equity, and accessibility.
  • Attend all school board meetings; prepare materials and make presentations in their areas of responsibility.
  • Possess knowledge of and adhere to Governing Policies and SBCTC Regulations and Procedures.
  • Ensure effective communications between SBCTC IT and other appropriate state and federal agencies. Represent the college as a member of the CTC Information Technology Commission. 
  • Provide for long-range effectiveness of the college by preparing operational and capital budgets for IT in alignment with strategic priorities. Responsible for determining college-wide standards for the acquisition of information technology resources.
  • Participate in special projects as assigned and perform related duties and key responsibilities consistent with the scope and intent of the position.
  • Manage staff, demonstrate leadership qualities consistent with GRC's values and mission. Develop staff through performance management, goal setting, staff training, and effective employee relations; oversees quality and quantity of work produced, ensuring department accountability.


Technology Infrastructure and Security:


  • Manage the GRC's Information Technology Infrastructure, Educational Technology, and Student Information Systems to ensure reliability, security, and scalability.
  • Implement cybersecurity best practices to safeguard student, staff, and college data and facilitates; implement physical and logical controls to prevent damage or unauthorized access.
  • Participate in disaster recovery and business continuity planning for college and technology systems.
  • Develop RFP's and vendor service contracts for external services as needed. Negotiate, authorize, and manage the college's technology contracts.


Instructional Technology Leadership:


  • Coordinate with curriculum leaders to align technology with instructional priorities and student learning outcomes. Co-lead INTEC committee for collaboration with faculty.
  • Provide guidance on emerging educational technologies.
  • Direct the creation and implementation of professional development programs to support staff in integrating technology effectively. Monitor the effectiveness of such efforts.


Data Governance and Analytics:


  • Manage Data Governance and lead the development and enforcement of business rules for reporting. Ensure data integrity, security, and accessibility of student and operational data to support accurate, consistent, and data-driven decision-making.
  • Direct the development and implementation of data management and reporting systems.
  • Ensure compliance with federal and state regulations on student and staff data privacy.



  • Bachelors degree required, Masters degree in Educational Technology, Information Systems, Business Administration, or a related field preferred.
  • At least seven years of providing information technology leadership to an organization required.
  • Proven track record in strategic planning, technology implementation, and cybersecurity oversight.
  • Experience leading large-scale technology initiatives and managing enterprise-level IT infrastructure.
  • Strong background in data governance, analytics, and compliance with student data privacy laws.
  • Experience supervising teams across multiple technology domains, including IT Infrastructure, Educational Technology, Student Information Systems, and Data Analytics.
  • Strong leadership, communication, and collaboration skills.
  • Ability to align technology initiatives with GRC educational and operational priorities.
  • Expertise in network security, cloud computing, data systems, and instructional technology.
  • Ability to manage budgets, contracts, and technology procurement processes.
  • Knowledge of federal and state regulations related to educational technology and student data privacy.
