Program Analyst - Congressional Affairs Support

Expected Q4 2025 (subject to contract award)

This position is dependent on a contract award for work supporting the Defense Counterintelligence and Security Agency (DCSA).

THIS POSITION REQUIRES A DOD SECRET SECURITY CLEARANCE

Pending contract award, Global Engineering & Technology (GET) is seeking a highly skilled Program Analyst to provide support with tasks associated with DCSA's Office of Communications and Congressional Affairs (OCCA) Congressional Affairs Branch and provide direct support to the Congressional Inquiries Team responsible for processing inquiries submitted to the agency by Congress for appropriate response. This position's work location is principally in Fort Meade, MD. This role is critical to advancing strategic initiatives, facilitating leadership engagements, and ensuring effective internal and external communications across the agency.

This position is 100% on-site. This is not a remote or hybrid-remote position.

Compensation Range: $67,000 - $85,000/Year (depending on experience and ability)

DUTIES:

Communication & Analysis:

  • Support and encourage effective communication across leadership priorities.
  • Provide analysis, identify actionable recommendations, and produce written and visual artifacts.
  • Respond to stakeholder inquiries with accurate and professional communication.
  • Facilitate knowledge-sharing sessions and document risks, gaps, and process redundancies.

Writing & Documentation:

  • Create clear, accessible documentation for diverse audiences.
  • Develop SOPs, policies, charts, reports, and other communication products.

Operational Support:

The Program Analyst shall:

  • Provide studies, analyses, scenarios, and reports that advise the best actions as well as interpret results from studies, analyses, scenarios, and reports.
  • Apply mission-level thinking for current and emerging projects/programs and translate stakeholder needs and expectations into statements assessing requirements.
  • Perform complex evaluations of existing procedures, processes, techniques, models, and/or systems related to project/program issues which require reports and recommended solutions.
  • Analyze information from multiple sources to compile a complete and holistic solution, and easily communicate recommendations and issues to staff and senior leadership in support of the overall strategic plan.

Engagement & Coordination:

The Program Analyst shall monitor the Congressional Inquiries digital group mailbox and perform daily review and triage of correspondence received, and provide the following program analyst support functions as part of the inquiries process:

  • Assess incoming congressional constituent inquiries to determine if they are applicable to the agency.
  • Monitor the Congressional Inquiries tracking program to determine if prior inquiries exist on the constituent.
  • Dispatch appropriate acknowledgements for inquiries addressed by the agency.
  • Submit appropriate response to inquiry sender when the inquiry submission does not fall within DCSAs purview
  • Shall maintain and appropriately update Congressional Inquiries tracking program as needed.
  • Develops necessary PDF files and folders within the Congressional Inquiries shared drive to preserve all documentation associated with the inquiry for record. The contractor shall also archive all necessary correspondence and documentation for completed inquiry responses.
  • Conduct research within DCSA operations systems to determine the circumstances of the individual inquiries.
  • Develop and responses to the submitting congressional office as required.
  • Identify and assign the inquiries to the appropriate personnel and/or points of contact through the Congression Inquiries tracking program.
  • Conduct research in the appropriate IT systems (to include JVS/SII/DISS/DCII/PIPS/NBIS) to obtain and memorialize data pertinent to the inquiry.
  • Monitor and maintain the status/information within the Congressional Inquiries group mailbox, including reviewing consistently and the inquiries tracking program for missed inquiries. Additionally, the contractor shall periodically review the inquiries tracking program to ensure the accuracy of the information/data contained within the fields and regularly create back-up copies of the program/data.

Reporting:

  • Submit monthly progress and status reports detailing completed products and projects.

Citizenship and Security Clearance:

Candidate MUST be a United States citizen and have a current DoD Secret security clearance

Skills and Abilities:

  • Excellent verbal and written communication skills
  • Exceptionally strong organizational and project management abilities
  • Experience with federal agency operations and communications preferred
  • Excellent familiarity with Microsoft Office Suite (Outlook, Teams, Word, Excel, etc.)
  • Proficiency in Adobe Suite (Photoshop, Illustrator, Acrobat, Premier) is highly sought after

Education and Experience:

  • Must have a Bachelor's degree and a minimum of three (3) years of closely related work experience OR a Bachelor's degree and six (6) or more years of related work experience
