Manager of Radiological Engineering

Overview

Manager of Radiological Engineering, D438, reporting to the Director of Radiological Services.

 

Radiological Engineering’s Mission is to protect our four customers while driving innovation and efficiency in radiological controls.  Radiological engineering develops and maintains the expertise to support and oversee engineering, radiological controls, and production personnel in application of Naval Nuclear Propulsion Program (NNPP) standards for the conduct of radiological work.

 

The Radiological Engineering Manager is responsible for:

  • The functional areas identified below at the Shipyard, Submarine Base New London’s Nuclear Regional Maintenance Department, and Historical Ship Nautilus, to ensure compliance with Naval Nuclear Propulsion Program (NNPP) requirements (e.g., NAVSEA 389-0288, 389-0362, Corporate Nuclear Power Manual (CNPM), and NAVSEA Instruction 9210.47).
    • NRMD Radiological Engineering
    • RADIACs and New Construction Engineering
    • Radiological Waste, Mixed Waste and Shipping Engineering
    • Special Projects Engineering
  • Oversight of Nuclear and Radiological maintenance and repair procedures prepared by Nuclear Engineering, Nuclear Test Engineering, Waterfront Nuclear Engineering, and Ships Force.
  • Oversight of the NAVSEA 389-0288 Article 109 Radiological Engineering Training Program and NAVSEA Instruction 9210.47 Mixed Waste Training programs.
  • Approval of Man-Rem Estimates and oversight of the exposure tracking program.
  • Oversight of the Shipyard's NNPP Radioactive Source Inventory and Procedures.
  • Shipping radioactive material and waste in accordance with DOT Regulations, maintaining records and preparing associated shipping paperwork and reports.
  • Maintaining contracts and managing budgets with radioactive waste processing vendors and disposal sites.
  • Support and oversight of the management of the Mixed Waste program in accordance with NNPP requirements, Environmental Protection Agency (EPA) and State Regulations, including interface with EB Environmental Resource Management (ERM) and the Lead Shipyard for Mixed Material (LSMM) at Norfolk Naval Shipyard.
  • Developing and maintaining Radiological Control Agreement and Memorandum of Agreement with Ships and other NNPP organizations (e.g., PNSY/BPMI/KAPL) supporting radiological work.
  • Maintaining the RADIAC Instrument Calibration and Repair Program, including shared responsibility for the associated Calibration Facilities.
  • Preparing and maintaining radiological control local procedures.
  • Issuance and maintenance of System Status Reports for Ships and Radiological Work Facilities.
  • Assessing trends and preparing/issuing quarterly reports to shipyard management based on data captured via the Radiological Deficiency Reporting (RDR) system.
  • Leading the Radiological Technical Branch (RTB) of the Radiological Emergency Response Organization (RERO). Supporting related outreach activities with State and Local Emergency Response agencies.
  • Implementing changes to NAVSEA 389-0288 and the CNPM including evaluating associated cost impacts.
  • Responsible to prepare procedures and reports to support the unconditional release of radiological facilities and areas in accordance with Article 520 of NAVSEA 389-0288.
  • Serve as a member of Shipyard’s Nuclear Steering Committee.
  • Share responsibility for support and oversight of the ordering and purchasing of material and supplies for the Radiological Services organization.
  • Execution of an Annual Self-Assessment of Radiological Engineering, associated Functional Areas, and the RTB.
  • Share responsibility for preparation, support, and oversight of the Radiological Services organization’s direct and overhead budgets.

This position requires daily contact with a diverse group of organizations from both inside and outside of the NNPP and participation in associated telecoms and conferences.

Qualifications

Required: 

  • Bachelor of Science in Engineering or related technical degree.
  • 5+ years of related Naval Nuclear Propulsion Program experience.
  • 3+ years of supervisory and/or managerial experience.
  • Current or previous engineer of radiological work qualification in accordance with NAVSEA 389-0288.

Preferred: 

  • Current or previous qualification as mixed waste designator in accordance with NAVSEA Instruction 9210.47.
  • Current or previous qualification to ship radioactive material in accordance with DOT Regulations.
  • Graduate degree in Business Administration or Engineering.
  • Attendance at NAVSEA’s Department Head Course.
  • Graduate of EB’s Future Leaders Group.

Skills

  • Excellent verbal and written communication skills.
  • Demonstrated ability to manage technical personnel in a complex, evolving environment.

The individual will be required to obtain / maintain the following qualifications:

  • Radiation worker in accordance with NAVSEA 389-0288
  • Category One Mixed Waste Manager in accordance with NAVSEA Instruction 9210.47.
  • Radiological Technical Branch (RTB) Team Leader in the Radiological Emergency Response Organization.
  • Secret level DOE security clearance.
