Navy Expeditionary Medical Program Mid-Level Analyst

The Program Analyst provides ongoing program planning, analysis, and administrative support to Naval Sea Systems Command (NAVSEA) Program. This position supports Government contracts and will be primarily responsible for supporting Expeditionary Medical system modernization, equipment lifecycle management and configuration control processes for program execution of Navy Expeditionary Medical capabilities.

Key Responsibilities:

  • Serve as a Subject Matter Expert (SME) for assigned medical system(s) and work in concert with Program Office members and key stakeholders to facilitate modernization planning, strategy development and coordination of upgrading systems and equipment to support procurement and delivery of technically advanced capabilities to the Fleet.
  • Support equipment life cycle management by conducting authorized medical equipment list analyses to track metrics such as return costs; approval rates; responsible growth; design and integrated logistics support requirements.
  • Participate in equipment allowance list reviews and validation efforts to help reconcile and update outstanding items and support final decision document development to codify equipment list decisions. 
  • Coordinate with Expeditionary Medical Logistics Units (EMLUs) and Biomedical Equipment Technicians (BMETs) as required to assist in developing and briefing medical equipment maintenance and modernization documents and strategies.
  • Participate in the development, maintenance and logistics planning for medical system outfitting onboard assigned Navy platforms.
  • Apply logistics management, principles, practices, and processes during the development of engineering Integrated Logistics Support (ILS) plans and documentation for assigned systems. Support identification of supply shortfalls, identify cost saving initiatives and suggest improvements to material management operations.
  • Support Configuration management of assigned systems, Provisioning Parts Lists (PPLs), Provisioning Technical Documentation (PTD), and Supplemental Provisioning Technical Documentation (SPTD) for submission into managed databases.
  • Interface with stakeholders, contract, subcontract, Project Managers, and external customers.
  • Provide input to and/or review planning documents such as Technical Data Plans, Operational Requirements, Advance Procurement Plans, etc., applicable to the system or equipment being used onboard Navy platforms.
  • Participate in system requirements and design reviews, configuration management board reviews, engineering analysis tests, inspections, and demonstrations, provisioning and training plan working groups as required.
  • Support preparation of formal Program Management briefings and status reports using Microsoft applications.
  • Participate in working groups, product IPTs, test events, test reviews, and product demonstrations.
  • Other duties and responsibilities may be assigned or required as business needs dictate.

In addition to the technical qualifications, we seek candidates who can work independently or in a small team setting that can use problem-solving skills and adapt quickly to changing priorities. Must have effective communication and organizational abilities that are essential for collaborating with diverse teams and stakeholders. Must be willing to support leadership in mentoring non-engineers and lead technical reviews as necessary. This role offers a hybrid work schedule, allowing for a combination of remote and on-site work to provide flexibility while ensuring the mission's success.

  • Bachelor’s degree and 4+ years relevant experience in DoD/Navy Modernization Processes, and Medical Logistics.
  • Associate degree and 8+ years relevant experience in DoD/Navy Modernization Processes, and Medical Logistics.
  • Active SECRET security clearance.
  • Travel: local to within the Washington D.C. area. 10% required. May require CONUS travel (e.g. Williamsburg, VA; Little Creek, VA).

Knowledge and demonstrated skills in:

  • Analytical and a self-motivated learner.
  • Ability to communicate and coordinate effectively within military chain of command with excellent communication (oral and written) and organizational skills.
  • Ability to collaborate/work well with others.
  • Able to conduct database management (SharePoint).
  • Microsoft Office Tools (Project, Word, Excel, PowerPoint, Teams, SharePoint).
  • Understand and execute OPSEC requirements.
