Job Description

The Center for Health Equity and Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of the harm perpetuated by centuries of racist, socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community, faith-based, and health care organizations. CHECW's work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well being of New Yorkers. CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration, and Services. The division's Deputy Commissioner also serves as the Agency's Chief Equity Officer and oversees Race to Justice, the Agency's internal reform effort to help our staff learn what they can do to better address racial health gaps and improve health outcomes for all New Yorkers. CHECW sits under the Agency's Chief Medical Officer. The Bureau of Equitable Health Systems is the healthcare systems bureau of DOHMH.

Our mission is to apply policy, evidence, and practical expertise to improve equity in health care delivery at the individual, organizational, and systems levels. We do this by engaging in primary care providers and other healthcare organizations to implement evidence based strategies; leveraging information to support planning and technical assistance for providers and payers; advancing policy to close the racial equity gap for priority health outcomes; and surfacing opportunities where health care can influence and connect consumers to social support and addressing the whole person, beyond physical ailments. Located within the BEHS, the Office of Healthcare Systems Strategy and Accountability (OHSSA) advances innovative initiatives to improve healthcare delivery, financing and strategy in New York City.

The Bureau of Equitable Health Systems seeks to hire a Senior Healthcare Economist to lead analytical work related to OHSSA's Healthcare Accountability portfolio.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Lead a small team of data analysts in developing and implementing Healthcare Accountability data strategy, including database management, data analytics, research, monitoring, and reporting for discrete Healthcare Accountability data sets.

Conduct economic analyses that inform overall Healthcare Accountability strategy and help bridge health care with public health.

Prepare graphic and written materials in static and dynamic digital formats for a range of audiences, including agency leadership, policy makers, and the general public.

Track relevant academic and policy research and build relationships with external researchers.

Work in close collaboration with the policy team to translate findings into targeted policy goals and track relevant policy, updating the data strategy as needed.

Work in close collaboration with other data, research, and evaluation teams across the bureau and agency to build knowledge of Healthcare Accountability data sets and research goals.

Provide technical expertise regarding healthcare costs and other matters pertaining to health economics to programs across the bureau and agency as needed.

Perform other duties as assigned.

PREFERRED SKILLS:

Advanced degree i economics, finance, statistics, public policy, public health, or related fields.
Expertise in conducting health economics or health services research.
Demonstrated experience in managing and analyzing large administrative datasets using data management and statistical software (e.g R, SAS, SQL Stata).
Experience in healthcare (can be in any setting - payor, provider, academic, government, consulting, technology, etc.) and demonstrated understanding of the U.S. healthcare system.
Experience in supervising data analyst.
Track record of developing innovative ideas and high-impact research.
Excellent problem solving and analytical skills.
Ability to design research projects, synthesize results, and present findings and recommendations in a succinct manner.
Strong interpersonal and communication skills.
Experience working on interdisciplinary teams.
Ability to prioritize and meet deadlines across multiple projects in a fast-paced environment.
Ability to lead strategic visioning and operationalize mission-driven goals.
Ability to work independently and self direct.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
