Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire a Project Manager for a position with Regulatory and Engineering Programs within in the Source Water Protection Directorate, located in Valhalla, New York. The Regulatory & Engineering Programs section is responsible for the administration of the New York City Watershed Rules and Regulations (WRR) which governs land development activities in the New York City (NYC) drinking water watershed.

Under general supervision, of an Associate Project Manager III, the Project Manager will inspect active construction sites, identify regulatory violations, ensure resolution of violations, review and approve applications for both wastewater and stormwater related activities pursuant to the WRR, review and prepare technical comments on State Environmental Quality Review Act (SEQRA) notices, Land Use Permits applications, DEP Forestry projects, DEP sponsor projects, NYS agencies projects located in the watershed, assist with Filtration Avoidance Determination (FAD) deliverables, and work cooperatively with other groups on a variety of Bureau functions Specific duties include:

- Conducting construction site inspections to ensure that Stormwater Pollution Prevention Plans (SWPPP) and erosion and sediment control (E&SC) measures are implemented and installed in compliance with the approved SWPPP, the WRR and other applicable regulations, codes and standards. Preparing field reports that record project progress and site conditions. Performing database entries for site visits and maintains records in project file. Documenting and reporting suspected plan inconsistencies, deficiencies, potential and current failures and violations to supervisor. Attending various project related construction meetings.

- Performing technical reviews of applications submitted to DEP for SWPPP, E&SC plans, wastewater projects including subsurface sewage treatment systems, sewer systems, sewer connections, sewer extensions and wastewater treatment plants. Determining compliance with WRR and related federal, state and local codes.


- Preparing written comments under the attention, direction, and appraisal of immediate supervisor. Alerting supervisor of all issues and incidents as they occur in the City’s watershed.

- Performing technical reviews and inspections of NYC Land Use Permit applications in accordance with the WRR and good engineering practice to achieve the Agency’s water quality goals.

- Assisting with the implementation of programs and tasks required under the United States Environmental Protection Agency's (USEPA) Filtration Avoidance Determination by processing contractor payments, compiling technical input, tracking progress, monitoring site conditions, and assisting with the preparation of annual reports.

- Developing initial site data utilizing all available information to determine suitability of proposed projects. Conducting site visits that may be in conjunction with submitted Pre-Applications. Witnessing soils tests to determine the suitability of a site for the placement of wastewater treatment systems and stormwater practices. Preparing comprehensive field reports and communicates results to supervisor, applicant, and other reviewing agencies.

- Utilizing the Geographical Information System (GIS) and agency database for project review, incorporating a wide variety of layers including soils, hydrology and topography during review of projects.

- Assisting in the enforcement and resolution of regulatory violations.

- Meeting with applicants and representatives of state and local government agencies.

Some of the physical activities performed by Project Managers and environmental conditions experienced are: walking to and from inspection sites and during the course of inspections, climbing and descending ladders, stairs and/or scaffolds to get to areas to be inspected, standing for extended periods of time, distinguishing colors, bending, stooping and/or stretching during inspections, communicating orally, climbing over and around various objects, working in areas that may be damp, dark, dusty, smoky, smelly, excessively hot or cold, mold and/or vermin infested, working in areas with limited working space, working outdoors in all kinds of weather.


Project Managers may be required to wear safety equipment including hard hat, eye and ear protection, gloves, safety shoes, face mask, and fall protection equipment. Some assignments in some agencies may require the use of a respirator. OSHA standards require that, prior to being assigned to an assignment requiring the use of a respirator, an employee must be evaluated by a physician or other licensed health care professional to determine whether the employee is able to wear such a respirator safely, and the employee must pass a fit test for the respirator to be used.


Project Managers may be required to work various shifts including nights, Saturdays, Sundays, and holidays.

Qualifications

1.A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or
2. A four year high school diploma or its educational equivalent and five years of experience as described in "1" above; or
3. A four year high school diploma or its educational equivalent plus any combination of the experience and/or college education as described in "1" above to make up the equivalent of five years of education and experience. One year of credit will be given for each 30 semester credits of college education leading to a baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration.
