The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.
The Provider Agency Measurement System (PAMS) conducts comprehensive evaluations of the quality of case practice and services delivered by foster care and preventive services provider agencies. Data collection includes the use of standardized measures for reviews of case records, and interviews with preventive clients and provider agency staff. PAMS reviews every preventive program at all agencies in New York City in bi-annual review cycles.
PAMS results are factored into Scorecard, the Children’s Services performance evaluation tool, and are used to inform ongoing performance monitoring, provider agency improvement efforts and Corrective Action Plans formulated by the Agency Program Assistance Unit.
Under the direct supervision of the Director of Preventive Scorecard, the PAMS Preventive Manager will be responsible for the following:
- Leadership and supervision of the PAMS Review Team, consisting of at least five Reviewers and one
Quality Assurance Supervisor, including effective day to day supervision and coaching, performance
evaluations, and administrative functions, including time and leave for all team members.
- Coordinate all aspects of the PAMS review process including being the liaison and primary contact for
the provider agencies; communicate with provider agencies to regarding the review process.
- Coordination of on-site PAMS review process with agency liaison, including assignment of cases, monitoring review process to ensure orderly and efficient workflow; scheduling of reviews for case record review on site reviews and interviews; completion of PAMS review instrument/Documentation Check Lists; extensive coordination with provider agencies to clarify and resolve issues relating to the evaluation of case practices; and monitoring work of on-site quality assurance to ensure integrity of data.
- Ensure quality and accuracy of work conducted by team members, and oversee the Quality Assurance
process, a critical phase of the review process to ensure the complete and consistent evaluation of child
safety in all reviews; and in consultation with Director, take appropriate action when the safety of a child is
at issue.
- Work closely with team members to ensure deadlines are met for the reviews, report distribution and
communication with providers.
- Hold individualized and team supervision regarding data integrity, utilizing PAMS data reports.
- Staff Development of the PAMS Reviewers, which consists of actively seeking and implementing both
formal and informal staff development opportunities that strengthen the team’s ability to support the ACS
core principles and unit goals.
- Participate in the development of PAMS review tools and other assessment tools.

1. A master’s degree from an accredited college or university in social work, economics, finance, accounting, business, personnel or public administration, human resources management, management science, operations research, organizational behavior, statistics, labor relations, psychology, sociology, nursing, counseling, child welfare, political science, urban studies, education or a closely related field, and two years satisfactory full-time professional experience performing quantitative/qualitative statistical analysis in the evaluation of social service programs and/or operations, or utilizing statistical analysis in social service program-level planning. At least one year of this experience must have been in a supervisory, administrative, managerial or consultative capacity or related area; or
A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.
2. A baccalaureate degree from an accredited college or university in one of the fields listed in "1" above and three years of the full-time satisfactory professional experience described in "1" above, including at least one year of experience in a supervisory, administrative, managerial or consultative capacity or related area.
A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.
