The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the city.
The agency’s Budget Office manages DEP’s capital, expense, grant, and miscellaneous revenue budgets; prepares budget and financial analyses and reports; and coordinates the Agency’s budget and financial matters with the Mayor’s Office of Management and Budget (OMB) and other oversight agencies.
With broad latitude for the exercise of independent judgement and decision making, the Director of Revenue Budget will be responsible for performing professional work of varying degrees of difficulty in the direction, preparation, maintenance, and coordination of the Department's revenue budget and grants portfolio. Specific tasks will include, but not be limited to:
- Manage the day-to-day operations of the Revenue Budget Office staff including but not limited to review and submission of the Inter-fund Agreement (IFA) revenue approval and IFA rate requests to the Mayor’s Office of Management and Budget (OMB), coordinating with Bureau regarding IFA personnel actions, revenue projections alignment with the Capital Financial Plan and revenue collection, timely submission of reports to the NYC Comptroller for the miscellaneous revenue program.
- Direct planning, development and submission of grant proposals; supervise and train staff engaged in the identification of the Federal and State grant opportunities; strategize maximization of funding made available through competitive grant programs.
- Manage awarded federal and state grants: quarterly reporting, claims, review fiscal year close revenue reconciliation reports submitted to the NYC Comptroller, respond to OMB’s budget exercises and other information/data as requested; review grant guidance and Federal OMB Circulars to ensure compliance with financial management and audit requirements, provide requested information for various audits.
- Manage staff resources for the NYC Water Finance Authority with financing of capital projects through the State Revolving Fund (SRF) program.
- Develop and maintain professional relationships with internal and external stakeholders, including agenda preparation, recording of minutes, monitoring, and following up for action items, and ensure that deliverables are met.
- Advising the Deputy Commissioner, Assistant Commissioner and senior level management on resource allocation and funding prioritization decisions, ensuring that funds are appropriated to fulfill the agency's core mission and competing priorities.
- Prepare ad-hoc analyses as required by DEP Leadership and continue development of Standard Operating Procedures.

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
