Job Description

THIS IS A PART-TIME POSITION - 35 HOURS/WEEK

The Office of School Health (OSH) is a joint program of the Department of Education and the Department of Health and Mental Hygiene, responsible for promoting the health of 1.3 million school-aged children in approximately 1,800 public and non-public schools across New York City. OSH provides mandated clinical services, public health initiatives, chronic disease management, reproductive health care, and case management to ensure that students are healthy and ready to learn. Physicians in OSH also review medical accommodations, respond to public health emergencies, and coordinate with community providers to support the health and safety of students.

Role Overview:

CMS II (Assistant Medical Director of High Schools) High school students represent one of the most medically complex populations served by OSH. They face disproportionate challenges related to chronic disease management, reproductive and sexual health, substance use, and socio-emotional well-being. Many students ”particularly those in temporary housing and underserved neighborhoods ”lack consistent access to primary care or specialty providers, making school-based health services essential.

The Assistant Medical Director of High Schools provides high-level clinical leadership, operational oversight, and strategic direction to strengthen OSH's adolescent health services and ensure safe, equitable, and evidence-based care across all high schools. Key contributions include:

Leadership & Policy Direction: Designing and implementing protocols for adolescent health, reproductive care, chronic disease management, and substance use prevention.

Clinical Oversight: Supervising High School Supervising Medical Doctors (SMDs), nurse practitioners, and field physicians, ensuring consistent quality of care.

Program Direction: Supporting and enhancing the Connecting Adolescents to Comprehensive Healthcare (CATCH) program, providing case consultations, and ensuring program effectiveness.

High-Risk Student Support: Coordinating care for Students in Temporary Housing, expanding Asthma Care Management services, and ensuring targeted interventions for high-burden communities.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Under the supervision of the Medical Director for OSH, the Assistant Medical Director of High Schools will:
- Develop, implement, and oversee clinical protocols for adolescent health.
- Supervise High School SMDs, NPs, and field physicians.
- Direct and enhance the CATCH program, including providing case consultations.
- Collaborate with PSAL leadership to support the health needs of student athletes.
- Oversee the Naloxone Implementation Program.
- Provide direct clinical services to high school students.
- Lead and participate in QA/QI projects and train OSH staff as needed.
- Coordinate care for Students in Temporary Housing and other high-risk groups.
- Participate in the recruitment of high school medical staff.
- Prioritize asthma management initiatives to reduce absenteeism and improve health equity for NYC teens.
- Monitor and respond to adolescent health trends, including chronic disease and substance use.
- Participate in mandated DOHMH and OSH trainings and program meetings.
- Participate in the agency's physician-on-call program
- Other related duties as needed.

PREFERRED SKILLS:
- Experience in adolescent health clinical practice
- Knowledge of current reproductive health and family planning standards of practice
- Knowledge of school health
- Proficiency with Microsoft Office software programs
- Experience with Electronic Medical Records
- Highly effective communication and interpersonal skills, including the ability to maintain good public relations develop rapport students, other clinical providers, school staff and parents
- Professional sensitivity when working with all racial, disability, linguistic and socioeconomic groups; enjoys working with adolescents.

CITY MEDICAL SPECIALIST (PART- - 53040

Qualifications

Possession of a valid license to practice medicine in the State of New York; and either:
a) Valid Board Certification issued by the appropriate American Specialty Board in any specialty area required by the agency; or
b) Current approved application on file for admission to the certifying examination given by the appropriate American Specialty Board in any specialty area required by the agency.
To be assigned to Assignment Level II, individuals must have, in addition to meeting the minimum qualification requirements for Assignment Level I described above, one year of satisfactory experience practicing in the specialty area.
To be assigned to Assignment Level III, individuals must possess:
a) A valid license to practice medicine in the State of New York; and
b) A Master's degree in Public Health, or equivalent Master's degree, including or supplemented by graduate credits in epidemiology and biostatistics. Completion of Epidemic Intelligence Service program of the Center for Disease Control and Prevention may be used to substitute for this Master's degree; and
c) At least two years of satisfactory experience after receipt of the Master's degree, or equivalent, in the practice of epidemiology. Specialty Board Certification or eligibility may be substituted for one year of this experience.
To be assigned to Assignment Level IV, individuals must possess:
a) A valid license to practice medicine in the State of New York; and
b) Completion of an approved residency program in an accredited hospital, including three years of experience, in either internal medicine, or family practice, or pediatrics, or another related specialty area required by the Department of Health and Mental Hygiene; and
c) Valid board certification or board eligibility issued by the appropriate American Subspecialty Board in Infectious Disease, Pulmonary Medicine, or a related subspecialty; and
d) Completion of an approved fellowship program in an accredited hospital, including two years of experience, in either infectious diseases, or pulmonary medicine, or another related subspecialty required by the Department of Health and Mental Hygiene.
