The Office of the Deputy Commissioner of Legal Matters provides legal guidance to the Police Department and is responsible for advising all members of the Department on all legal matters affecting the Department, including major criminal and civil litigation and important legislative and judicial developments. The office monitors and facilitates the relationship between the Department and the rest of the criminal justice system and assists members of the service in interpreting and enforcing state, federal, and local laws; ensures that the policies and practices of the Department are lawful and are fairly applied; and develops legislation in accordance with the needs of the Department and public safety concerns.
The Legal Bureau's Police Action Litigation Section ("PALS") assists the NYC Law Department in the defense of litigation against the City, the Police Department, and individual members of the service, where such litigation arises from police enforcement action. PALS functions as the primary liaison to the NYC Law Department to reduce financial exposure for the City and the Department. The Section's objective is to increase the effectiveness of the Department's law enforcement actions while decreasing its civil liability.
Reporting directly to the Director, PALS, the agency attorney will:
- Review, search, and analyze incoming police action-based lawsuits and claims filed;
- Provide litigation support to the New York City Law Department in connection with lawsuits arising from police enforcement action;
- Prepare high-ranking uniformed members of the service for depositions;
- Prepare and present training on civil liability and evidence preservation throughout the Department; and
- Identity, retrieve, and produce Department records, policies and other discovery materials that are needed to successfully litigate police action cases.

2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
