The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water & Sewer Operations seeks to hire an Administrative Engineer N/M to serve as the Engineer-in-Charge (EIC) of Capital Distribution and Drainage (Man, BX) within the Division of Capital Program Management. Working within the Bureau of Water and Sewer Operations (BWSO), under administrative direction of the Chief, Capital Program Management, the EIC of Capital Distribution and Drainage will have extremely wide latitude to exercise independent judgment, initiative and action in identifying, planning, coordinating, budgeting and overseeing the development and progress of drainage plans and capital sewer and water main projects located in Manhattan and the Bronx.
The EIC will ensure approximately $1.2 billion of water and sewer infrastructure in the 10 year plan is delivered in a timely, efficient, and cost effective manner. Tasks include but are not limited to:
- Providing technical and administrative oversight of staff who prepare Capital Project Initiations (CPIs), for water and sewer projects. These CPIs consist of water and sewer work sketches, drainage plans, project descriptions and scopes, cost estimates, and budget worksheets. The selected candidate will identify and manage risks that may impact project schedule or budget.
- Reviewing and approving drainage plans, engineering studies, and hydraulic analyses and providing guidance to staff to ensure adherence to standard operating procedures, design criteria, etc.
- Ensuring capital projects being developed are in accordance with the Bureau’s Strategic plan.
- Reviewing various iterations of design plans, design drawings, and specifications.
- Monitoring construction progress and attending pre-constructing meetings and/or construction progress meetings.
- Advancing the agency’s mission, vision, and values and creating a productive environment where all talents are utilized, and work unit fosters high levels of performance.
- Fostering Agency relations with all stakeholders, including other agencies, contractors, consultants, private utility firms, the public, community boards and elected officials. This includes representing the Division in meetings and performing field visits.
- Preparing new needs for budgetary requests to fund existing and proposed water and sewer capital projects in the ten year capital plan.
- Respond to a high level of inquiries and correspondence on the capital program, corroborated by supporting data and materials.
- Coordinate with other Divisions/Bureaus within DEP and outside agencies such as DDC, DOT, DPR, etc.

Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
