About Fleet Management Department

The Fleet Management Department (also known as “Central Shops”) provides fleet services to over 70 City departments with a combined municipal fleet of approximately 8,000 units. Central Shops is responsible for asset management, maintenance and repairs, motor pools, fueling services, vehicle acquisitions and disposals, equipment specification writing, fueling, and more. Central Shops operates six maintenance and repair facilities across the City and maintains and repairs various types of vehicles and fleet equipment, ranging from passenger vehicles to highly specialized equipment like fire engines and street sweepers. In addition to these fleet.

Appointment Type: This is a Temporary Exempt (TEX) position excluded by the Charter from the competitive Civil Service examination process. It is considered "at will" and shall serve at the discretion of the Department Head. This is not a permanent appointment. 

Job Description

The Principal Administrative Analyst is responsible for management and implementation of Electric Vehicle (EV) Charger Installation Project funded by the California Energy Commission (CEC) grant to help electrify the City and County of San Francisco’s light duty fleet. The project requires the installment of roughly 400 charger ports across 36 City-owned properties, within a three-year project period.  

Under the general administrative direction of the Office of the City Administrator’s Fleet Management Department and its Business Manager, the Principal Administrative Analyst will plan, organize, and coordinate this project from design and construction to closeout. This role will do this in coordination with the Department of Public Works electrical team and project managers. The Principal Administrative Analyst will also work closely with a variety of City departments that will receive EV charger ports, including the Department of Public Works, Department of Public Health, Department of Technology, Office of the Public Defender, the Library, Real Estate, Recreation and Parks, Sheriff’s Office, Police Department, the Port, Fire Department, SFPUC, and SFMTA.  

This role will include regular meetings with the grantor, the California Energy Commission (CEC), to provide project updates, discuss challenges, and address any of their questions. There will be regular communications, including report writing, with the CEC as well. The Principal Administrative Analyst will be responsible for managing the project budget, in coordination with the City Administrator’s Accounting Department and the Department of Public Works.   

Essential functions: 

The Principal Administrative Analyst will be responsible for preparing and monitoring the project budget, including occasionally obtaining funding; overseeing the completion of conceptual design; overseeing planning activities; coordinating work of a multi-disciplinary technical staff across organizational boundaries; working with consultants, private contractors, special interest groups, governmental funding and regulatory agencies, and City and County departments; coordinating California Environmental Quality Act (CEQA) processes and/or obtaining permits; controlling project cost and schedule; reviewing reports, plans, specifications, and construction cost estimates and schedules; serving as primary contact for all parties involved in the project; and perform other related duties as assigned.

Qualifications

Possession of a baccalaureate degree from an accredited college or university, and

Five(5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications:

  • Bachelor's Degree in or coursework in engineering, planning, or construction management
  • At least two years of experience in managing electric vehicle charger installations
  • At least four years of experience working on electric vehicle charger projects
  • Experience working with the complexities and nuances of government systems

Part-time experience may also be used to meet experience requirements. One year of full-time employment is equivalent to 2000 hours. Any overtime hours worked above forty (40) hours per week are not included in the calculation to determine full-time employment.
