Emergency Preparedness Associate Consultant

Founded in 2004, BME Strategies is a Massachusetts-based consulting firm specializing in providing Public Health design and implementation programming for local, regional, and state governments.

Position Overview

The Emergency Preparedness Associate Consultant (EPAC) supports the delivery of emergency preparedness and response services for BME Strategies’ public health clients. The EPAC contributes to the development of emergency preparedness plans, facilitates exercises and trainings, analyzes preparedness data, and prepares reports and communications for client and stakeholder use. Working under the guidance of senior consultants, the EPAC may independently lead smaller projects or workstreams and serves as a key liaison between local and regional public health agencies, healthcare coalitions, and community partners. This position offers an opportunity to build technical and consulting expertise while advancing BME Strategies’ mission to strengthen local and regional public health systems. This role contributes to building resilient public health systems and advancing emergency preparedness across communities.

Key Responsibilities

  • Contribute to the design and development of emergency preparedness and response plans, exercises, trainings, and related materials.
  • Support local and regional public health agencies in meeting federal and state emergency preparedness deliverables.
  • Conduct and summarize needs assessments to inform preparedness priorities, health promotion, and disease prevention strategies.
  • Collect, clean, and analyze preparedness data to produce actionable insights for local and state partners.
  • Collaborate with local boards of health, healthcare coalitions, regional preparedness coordinators, and community organizations to strengthen response capacity and volunteer management systems.
  • Coordinate and document advisory board and coalition meetings, including communications, agenda preparation, and meeting minutes.
  • Assist with developing and updating policies, procedures, and protocols for public health programs.
  • Support community education and outreach activities, including public health campaigns, trainings, and events.
  • Maintain organized records, data systems, and reporting documentation in compliance with state and federal requirements.
  • Perform other related duties as assigned to support project and firm objectives.
  • 1–3 years of relevant experience in emergency preparedness, public health planning, or related program implementation (including internships or practicum experience).
  • Master’s degree in Public Health, Emergency Management, or a related field preferred; bachelor’s degree with equivalent experience considered.
  • Demonstrated ability to manage multiple priorities, meet deadlines, and deliver high-quality written and verbal communications.
  • Strong organizational, analytical, and interpersonal skills, with the ability to collaborate effectively across teams and with external partners.
  • Familiarity with public health preparedness frameworks (e.g., PHEP, HPP, NIMS, ICS) a plus.
  • Valid driver’s license and residence in Massachusetts or Southern New Hampshire required.

Working Conditions

  • Remote work, with occasional travel to client sites, conferences, or meetings as required.
  • Ability to work independently and as part of a team in a fast-paced consulting environment.
  • Expected range is $70,000 - $81,000/annually.
  • Comprehensive benefits package, including:
    • 6+ weeks total leave, including paid vacation, sick time, personal leave, and floating holidays
    • Health, dental, and vision insurance
    • Health FSA and dependent care FSA
    • 401(k) with employer match
    • Employer-paid short-term and long-term disability insurance
    • One-time technology stipend
    • Opportunities for professional development and career growth
