Key Responsibilities
- Lead, supervise, and coordinate all operations across multiple service divisions
- Develop and implement strategic goals, annual work programs, and performance metrics
- Prepare and manage departmental budgets, reports, and records
- Oversee capital improvement planning and pursue funding opportunities
- Ensure compliance with city, state, and federal standards through field inspections and project reviews
- Serve as the appointing authority for department personnel and oversee HR policies, safety programs, and regulatory compliance
- Represent the department in meetings with City Council, residents, and external agencies
- Administer contracts and develop specifications for public works equipment and services
- Foster collaboration across departments and maintain accountability at all levels
- Champion community engagement and transparent communication

Strong Leadership: Proven ability to motivate teams, foster collaboration, and maintain accountability across divisions
Technical Expertise: Solid background in public works operations (streets, water, sewer, infrastructure); capital improvement planning experience required
Credentials: Must possess a valid Ohio Professional Engineer (PE) license
Strategic Vision: Ability to anticipate community needs and implement innovative, resource-conscious solutions
Communication Skills: Approachable, transparent, and able to clearly convey complex issues to residents, staff, and elected officials

- Bachelor’s degree in Civil Engineering or related field (Master’s preferred)
- Valid Ohio PE license (required)
- 7+ years of progressively responsible experience in public works or municipal services
- Demonstrated success in managing large teams and multimillion-dollar budgets
- Experience with grant writing, intergovernmental coordination, and infrastructure planning
