- Deep knowledge of Medicaid statutes, regulations, policies, and program operations
- Experience with Medicaid Enterprise Systems (MES)
- Familiarity with HHS, CMS, and CMCS operations
- Strong project and product management skills and experience using agile methodologies
- Ability to translate policy into system and process requirements
- Experience participating in or informing user research and usability testing
- Excellent written, verbal, and presentation communication skills
- Stakeholder engagement and cross-functional collaboration experience
- US legal authorization to work and eligibility for Public Trust background investigation
- Flexibility to work with partners primarily on Eastern Standard Time and occasional travel
Responsibilities
- Provide project and implementation management for regulatory and statutory program changes
- Deliver domain and policy expertise on Medicaid programs and MES to project teams and clients
- Help prioritize and shape design, development, and implementation strategies for products and services
- Communicate program insights and requirements to stakeholders and cross-functional teams
- Analyze legislation, executive actions, and policy documents to assess operational impacts
- Inform product strategy with federal healthcare operations knowledge and research plans
- Participate in user research and usability testing; provide domain-informed analysis
- Draft and edit policy-related content and briefing papers for government customers
- Establish project vision, goals, work plans, and communication strategies
- Serve as a point of contact for domain insight and build relationships with policy owners
Education
- Bachelor's degree in political science, public policy, law, or a related field
- 8+ years of relevant professional experience in government operations, policy, or related domains
