Job Description Summary
The Texas Water Development Board (TWDB) is seeking a motivated and qualified Water Resources Engineer or Project Manager to join the Flood Protection Planning Grant Department within the Flood Planning Division. This role supports statewide flood risk reduction efforts by overseeing grants, reviewing technical work, and ensuring projects align with program goals. The ideal candidate will have experience in hydrologic and hydraulic modeling, floodplain mapping, and the planning, design, and construction of flood mitigation projects. Strong skills in contract development and management, along with the ability to evaluate contractor performance and provide technical guidance, are essential. This is an opportunity to make a meaningful impact on flood resilience across Texas.
Performs complex (journey-level) to advanced (senior-level) engineering or project management work. Work involves conducting technical analyses and engineering evaluations of watershed study reports, and managing grant contracts, schedules, budgets, change orders, and other documentation for flood control planning projects funded by the TWDB. Serves as an advisor on engineering-related matters and oversees technical reviews conducted by team engineering staff. Ensures that TWDB-funded projects comply with Board rules and program requirements and provides recommendations on funding eligibility and project approvals. Manages complex Flood Infrastructure Fund (FIF) Category 1 (CAT 1), Flood Management Evaluations (FME), and similar flood planning projects. Represents TWDB at assigned meetings and events, serves as a resource for team members and staff, and provides training on TWDB engineering processes to both internal staff and external applicants. Works under general to minimal supervision, with moderate to extensive latitude for the use of initiative and independent judgment. Reports to the Manager of the Flood Protection Planning Grant Department.

Engineer II: Two years of relevant work experience in Engineering or a related field.
Engineer III: Three years of relevant work experience in Engineering or a related field.
Engineer IV: Six years of relevant work experience in Engineering or a related field.
Engineer V: Nine years of relevant work experience in Engineering or a related field.
Project Manager Classification Series:
Project Manager III: Two years of relevant work experience in Engineering or a related field.
Project Manager III-S: Three years of relevant work experience in Engineering or a related field.
Project Manager IV: Six years of relevant work experience in Engineering or a related field.
Project Manager IV-S: Nine years of relevant work experience in Engineering or a related field.
Licensure:
Engineer Classification Series:
Licensed as a Professional Engineer (P.E.) in the State of Texas.
Project Manager Classification Series:
Licensed as a Professional Engineer (P.E.) in another U.S. state with the willingness and ability to obtain a Texas P.E. license within six months of hire.
OR Certified as an Engineer in Training (EIT) in Texas with the willingness and ability to obtain a Texas P.E. license within twelve months of hire.
Relevant education and experience can be substituted for each other on a year-for-year basis.

Certified Flood Plain Manager.
