POSITION TITLE: Chief Operating Officer

STATUS: Full Time, Exempt 

ANNUAL SALARY: Starting at $230,000 per year

LOCATION: Remote

TRAVEL REQUIREMENTS: Approximately 50% travel to health centers in MI or nationally, as needed.

Position Description

The Chief Operating Officer will provide strategic visioning, planning and operational leadership to ensure continued growth of affiliate client base, market share, revenue, and visual presence in the community. This role is critical in leading multiple departments including but not limited to, Patient Care Operations, Revenue Cycle, Purchasing, Data Analytics, as well as Compliance, Quality and Risk Management functions of the affiliate while remaining consistent with overall mission. This role with collaborate closely with facility functions. In addition, this position is responsible for high level ambassadorial functions representing the affiliate, incorporating the fund development and advocacy agenda into the day to day business operations. This leader will fully embody a commitment to race equity; evidenced in all interactions with PPMI colleagues, external stakeholders and in their supervision of staff.

 

Essential Functions:

Leadership

·       Primary Responsibilities:

·       Demonstrate a strong understanding of and commitment to Planned Parenthood’s mission and core workplace values—respect for all individuals, effective communication, teamwork and collaboration, accountability, and responsibility—while contributing to a welcoming and respectful environment for all employees, patients, and partners.

·       Show a strong commitment to recognizing the effort required from our employees to ensure that all individuals have access to health care, no matter what.

·       Implements general policies as established by the Board of Directors and/or CEO; directs their administration and execution.

·       Plans, develops and approves medical services operational policies, programs, procedures and methods in concert with general policies.

·       Provide leadership to ensure operational, customer service and clinical excellence within the context of the Affiliate’s financial expectations and work to improve the fiscal performance of the organization.

·       Provide leadership for the purposes of performance improvement in activities and operations       of all health centers. Make operational recommendations to ensure each center meets its performance goals while maintaining excellent customer service and patient care.

·       Represents the Affiliate, as appropriate, in its relationships with MSO and ancillary organizations, funding organizations, affiliate donors/ volunteers/ clients, government agencies, education and healthcare institutions, national and local professional and other similar groups.

·       Offers insight, ingenuity and coaching to maintain affiliate values and mission to its clients, its staff, and the community.

·       Serves as the Affiliate’s Compliance Officer and leads the Compliance, Quality and Risk Management function to ensure compliance with the CQRM Program, federal, state, PPFA and funder requirements.   The Affiliate Compliance Officer oversees all compliance including but not limited to health care compliance, ensuring the affiliates CQRM program monitors and ensures prevention, detection and correction of any health care fraud and abuse.

·       Manages and mentors a culturally diverse team; creates and sustains an organizational culture that fosters inclusiveness and equity.

·       Actively participates as a member of PPMI’s Leadership Team.

·       Leads team members using a performance support process that includes goal setting, routine feedback, and ongoing development.

·       Empowers staff to deliver assigned responsibilities and manage their functions.

·       Provides regular development feedback to team and accountability related to practices including, but not limited to, equity.

·       Coordinates the development of the medical services long range and annual business plans.

·       Develops, maintains and administers a sound organizational plan; initiates improvements as necessary.

·       Identifies, evaluates and coordinates the implementation of new services and the creation of strategic partnerships to support and expand the delivery of agency medical and educational services.

·       In conjunction with the CFO, develops and implements system for monitoring agency performance throughout the year. Identifies key metrics for agency performance to be reported to the CEO and overall agency on a routine basis.    

·        In conjunction with the Clinical Services Leadership Team and the Chief Medical Officer establishes, reviews, and revises protocols for medical services through appropriate structures, quality assurance, risk management and necessary task forces.

·       Maintain effective and close communication with the CEO and CFO on all affiliate short and long term operational issues.

·       Serve as primary contact managing managed services organization that support IEHR services, Patient Access and Revenue Cycle Management.

·       Serves as the primary contact for the MDHHS and the Title X Family Planning Program

·       Attends conferences, workshops and meetings to keep abreast of current information and developments in the field as needed.

·       Coordinates development of operating and capital budgets according to the budget calendar; monitors monthly and other financial statements for the division; takes effective corrective action as required

·       Consistently assures that the division is operated in accordance with all applicable local, state and federal laws.

·       Complete required onboarding training and curriculum for the position, in addition to other trainings deemed necessary, thereafter.

·       Support PPMI in holding coworkers accountable and taking ownership of assigned tasks and work for the betterment of the department.

·       Follow PPMI policy on disciplinary actions to assure accountability and ownership.

·       Other duties as assigned.

Qualifications and Experience 

Required

·       Bachelors Degree or equivalent from accredited university or equivalent experience.

·       Must have a minimum of 10 years of highly successful executive management experience functioning as a strategic partner with the CEO, Board of Directors, community members, other senior managers and key stakeholders.

·       Must have strong operations experience, preferably in health care operations, with demonstrated progressive growth in experience and leadership

·       Must have the proven ability to make business and personnel decisions that drive improvements and raise revenue for operating, capital, and new initiatives.

·       Strong management skills in budgeting and planning areas with a keen eye towards expense management and revenue generation is essential.

·       Requires significant supervisory experience, strong management and organizational skills and a successful track record building, retaining, and managing an outstanding management team and culture.

·       Must have demonstrated leadership in forging new business opportunities and processes.

·       Ability to travel throughout the PPMI service area, and national travel, as needed. 

·       Must have a strong understanding of and personal commitment to reproductive rights and the goals and responsibilities of Planned Parenthood.

·       Excellent organizational, communication and sound decision making skills.

·       Must have a commitment to efficiency and quality.

·       Must be comfortable when discussing sexuality, contraception, sexually transmitted diseases and pregnancy options.

·       Ability to recognize and function appropriately in sensitive situations.

·       Previous experience working with Microsoft Office suite is preferred.

·       Demonstrated ability to achieve objectives in collaboration with other functional areas
