About Office of Reporting, Research, Analytics

This position resides within the Office of Reporting, Research, Analytics, and Implementation (ORRAI); ORRAI is within the ODHS Director's Office and will work closely with research analysts, economists, systems analysts, program managers and project managers. ORRAI includes:

• Data Warehouse

• GIS • Reporting

• Research

• Oregon Enterprise Data Analytics (OEDA)

• Implementation

ORRAI is responsible for providing employees, clients, legislators, other agencies and organizations, stakeholders, and the public with information to understand how data, research, and analytics informs decision-making about client services, agency recommendations for change, large-scaled systemic improvements, and improves outcomes for children and families. ORRAI aims to support exceptional and equitable service by embracing opportunities for growth, providing innovation, resources, and support to staff.

Summary of Duties

As a Transformation Project Research Analyst, you will:

  • This position will assist in the development and implementation of outcome, process, and output measures to assess the effectiveness and impact of the Unified Children and Family Services Continuum as part of the agency’s Transformation Project.
  • This position supports the design of data collection and analysis of an integrated, client-centered service delivery model that strengthens family well-being, promotes economic mobility, and reduces the need for deeper system involvement, particularly in child welfare.
  • The position is responsible for identifying appropriate short- and long-term outcome metrics that reflect client progress, satisfaction, and experience, with a focus on equity, accessibility, and cultural responsiveness. When existing data sources are insufficient, the position will recommend practical, ethical, and sustainable data collection strategies to inform performance measurement and continuous improvement.
  • Additionally, this position will support the agency in planning for future research and evaluation efforts to assess the long-term effectiveness of transformation initiatives.
  • This role is responsible for defining key evaluation questions, identifying relevant indicators, and helping ensure that data and measurement infrastructure are in place to support future studies.
  • The role requires clear communication with diverse audiences and participation in committees and workgroups, promoting an inclusive work environment that supports both the workforce, and the Oregonians served.

Minimum Qualifications

  • A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years’ experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

  • Strong background in research design, program evaluation, performance measurement, developing outcomes/outputs.
  • Familiarity with logic models, theory of change frameworks, and using data to inform policy or systems redesign.
  • Excellent written and verbal communication skills, ability to tailor messages to technical and non-technical audiences.
  • Demonstrated commitment to inclusion, diversity, equity, and access.

Working Conditions

  • The ability to work at least occasionally from HSB may be required. With approval of unit managers, this position can; a) work from the office in the Human Services Building (HSB) in Salem, b) work remotely, with no work from the office, or c) work a hybrid schedule with most days working from home and one or more days working from the office.
  • The position requires frequent communication using office equipment (e.g. computers and phones) and applications (e.g. e-mail, shared files, intranet, asynchronous chat, live virtual meetings, etc.). The position requires the ability to use these applications frequently to gather and share information, receive directions, take appropriate action, and make decisions.
  • The position requires working with computer systems for long periods of time--which may include operating a keyboard with repetitive and constant finger and wrist movements and using a monitor.
  • This position requires frequent independent work, with minimal supervision.
  • The position requires managing and prioritizing multiple projects with competing deadlines and time pressures.

  • The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm that you are authorized to work in the United States.
  • Finalists must be cleared by the FBI Criminal Justice Information Services (CJIS) through a fingerprint-based criminal records check.
