Academic Req: Bachelor’s degree in accounting, finance, public administration, or a business-related field is required. A CPA, CMA, or MBA is preferred. Equivalent experience may be substituted on a year-for-year basis in lieu of a degree. Candidates without a degree must demonstrate progressively responsible roles in emergency management, disaster finance, or incident support functions. Certifications: ICS-300 and ICS-400 are preferred at the time of hire. If not already completed,
both must be obtained within 90 days of hire. FEMA Finance Section Chief credential is strongly preferred. Advanced NIMS coursework (e.g., E/L0970)
is preferred. Financial certifications such as Certified Government Financial Manager (CGFM), Certified Public Accountant (CPA), or Certified Grants
Management Specialist (CGMS) are highly desirable. Must be willing to complete additional emergency management training to support field
deployments and ensure regulatory compliance.
Work experience: Minimum of 3–5 years of progressively responsible financial management experience. At least 2 years must include direct experience in disaster finance
or emergency management operations (FEMA, state/local EM agency, NGO, or private contractor). Must have hands-on experience managing federal
funding streams, preparing compliant documentation, and supporting real-world deployments or full-scale exercise operations.
Position Summary:
The Assistant Vice President of Finance (AVP) supports the Vice President of Finance in both daily operations and incident-specific missions and serves as a deployable member of the Incident Management
Team (IMT). The AVP is responsible for executing section-specific deliverables, supporting fiscal compliance, facilitating operational cycles, and managing special projects or field operations as assigned.
This position helps maintain readiness and scale capabilities through ongoing training, exercise participation, and supervision of PRN or surge staff. The AVP also serves as the organization’s controller-level authority,
ensuring fiscal integrity through oversight of financial operations, compliance, and audit functions. The AVP may serve as Acting Deputy Section Chief when delegated and is expected to provide continuity and
leadership support during both steady-state and emergency activations.
Critical Action Items & Measurable Deliverables:
1. Assist in leading the Finance Section during both steady-state and emergency operations, ensuring accurate tracking, documentation, and reporting of all costs, contracts, and fiscal activities to meet compliance and operational deadlines.
2. Support development of standard operating procedures and training for the Finance Section, including incident accounting protocols and tools, in alignment with applicable agency and government policies.
3. Maintain situational awareness of financial and emergency management developments, ensuring timely information sharing across the division and/or agency through critical information systems.
4. Monitor fiscal activities that may affect project and/or contract implementation and advise leadership of potential risks or impacts.
5. Translate planning or project discussions into actionable fiscal strategies, budgets, and response documentation relevant to the Finance Section.
6. Support program and project data analysis and reporting through documentation such as executive summaries, quarterly reports, and visual dashboards in coordination with the VP of Finance.
7. Provide observations and recommendations to strengthen fiscal systems and initiatives.
8. Contribute to the sustainability of emergency management and human services initiatives through sound financial planning.
9. Ensure costs and burn rates are tracked, reconciled, and accurately documented.
10. Submit project deliverables (e.g., budgets, narratives, reports) on time and in compliance with contracts or as directed by the VP of Finance.
11. Serve as the organization’s controller-level authority, ensuring fiscal operations, compliance, and audit readiness are always maintained.
12. Ensure all fiscal documentation complies with federal, state, and local laws, as well as grant and contract guidance.
13. Serve as Acting Section Chief when delegated; ensure continuity of section operations during section chief absence.
14. Maintain 24/7 availability during activations and deploy on short notice to support incident management, field operations, or EOC support.
15. Serve as Watch Officer; monitor hazards, disseminate intelligence, and maintain situational awareness.
16. Contribute to the development and maintenance of emergency plans, SOPs, and incident management tools.
17. Support the recruitment, training, and onboarding of section personnel and supervising staff as assigned.
Requirements:
1. Coordinate the development of budgets and other fiscal program documentation with guidance from VP of Finance.
2. Assist with the preparation of all contract reports.
3. Review programs, contracts, and licenses for compliance with federal, state, and local law and grant, contract, and agency fiscal policies and standards.
4. Participate in service expansion planning, budget preparations, and long and short-term program development for the division.
5. Attend all mandated training for IMT and report for active duty when required.
6. Administer all financial matters pertaining to vendor contracts, leases, and fiscal agreements when activated for an incident response.
7. Perform the duties of a Cost and/or Time Unit Leader as appropriate, including collection of all cost data, performance of cost effectiveness analyses, and provision of cost saving recommendations for the incident.
8. Responsible for post deployment activities including final invoicing and close out.
9. Support both steady state and response program audit reviews as applicable.
10. Lead finance section reports in meetings or briefings as needed.
11. Demonstrated ability to serve as a controller-level authority, maintaining fiscal integrity, compliance, and audit standards across all financial operations.
12. Ability to work in a support or Acting Section Chief capacity contributing to continuity of operations during emergencies.
13. Strong working knowledge of ICS/NIMS and emergency management doctrine.
14. Proven ability to lead under pressure, manage teams, and maintain accountability in high tempo environments.
15. Proficiency in Microsoft Office, accounting software, tracking platforms, and communications systems.
16. Excellent verbal and written communication skills, including reporting and documentation.
17. Physical ability to work in austere field conditions, including lifting 50 lbs. and working extended shifts (14–21 days).
18. Ability to work independently and as part of a multidisciplinary IMT, exercising sound judgment in dynamic, resource-constrained environments.
19. Must be legally authorized to work in the U.S., hold a valid driver’s license, and pass a federal background check.
20. Commitment to professional conduct and adherence to National EMR policies, safety standards, and regulatory compliance.
