Lynker Corporation, in strategic partnership with Fisheries Immersed Science Hawaii (FISH) as the FLOAT – the "FISH" and "Lynker" Ocean Alliance Team Joint Venture, is seeking a motivated Fisheries Policy Analyst to support the NOAA West Coast Region’s Sustainable Fisheries Division, Highly Migratory Species Branch. The successful candidate will help develop and support regulatory policy documents, assist with international and domestic fishery management initiatives, and contribute to the coordination of key meetings and reports. This position is off-site but requires access to NOAA systems. Limited domestic or international travel may be required for participation in relevant meetings or briefings.
Employment in this role is contingent upon FLOAT being awarded the contract by NOAA.
Draft and revise regulatory documents, including proposed and final rules, Federal Register notices, and NEPA analyses under the MSA and TCA.
Collaborate with NOAA staff in preparing briefing materials, policy reports, and presentations for Pacific Fishery Management Council, AIDCP, and IATTC meetings.
Coordinate and manage U.S. data submissions to IATTC, ensuring compliance with reporting requirements.
Maintain communication and documentation with stakeholders and the IATTC Secretariat.
Represent the HMS Branch in meetings and on committees as a non-voting participant, documenting objectives, outcomes, and follow-ups.
Provide strategic policy input and recommendations regarding fisheries management issues.
Submit monthly progress reports outlining activities, challenges, and any travel outcomes.
Required:Bachelor’s degree or higher in fisheries, marine policy, environmental science, or a related field.
Demonstrated experience in fisheries or renewable natural resources policy and analysis.
Excellent writing and communication skills, including the ability to distill complex topics for nontechnical audiences.
Strong ability to work independently and collaboratively with multidisciplinary teams.
Preferred:Prior experience drafting federal regulations.
Familiarity with the Pacific Fishery Management Council process or IATTC operations.
Background in international fishery agreements or related diplomatic processes.
