Job Description

International Health and Medical Services is looking for an experienced Physician to provide comprehensive medical care to patients, including diagnosis, treatment, and prevention of illnesses while ensuring compliance with healthcare regulations and standards. This role involves collaborating with healthcare staff to address the medical needs of patients, promoting health and well-being within the facility.

Key Responsibilities:

  • Provide direct patient care to detainees at their facility, who may include adult men and women and children, and will provide clinical oversight and consultation to other medical staff caring for detainees at the facility. 
  • Serves as on-site medical authority within the scope of services provided. 
  • Responsible for developing and coordinating all aspects of healthcare delivery at assigned facility. 
  • Contributes to the production of the clinic with expectation to routinely see a patient at least every 30-45 minutes, depending on complexity of the patient encounter. This includes signing of all assigned patient encounter notes daily.  
  • Complete chart reviews and co-signatures, referrals submissions, reviews, lab reviews, telephone encounters, actions, and message reviews within policy guidelines.  
  • Clinical supervisory authority over advanced practice providers (APPs), nursing staff, pharmacists, and medical assistants, including fulfilment of APP collaborative practice duties and requirements and delineation of scope of practice for medical assistants. 
  • Provide direct care to patients throughout the lifespan within physician scope of practice and performs functions in accordance with currently accepted practice defined by the profession, licensure, certification, and granted privileges.  
  • Conduct physical assessments, initial and follow-up assessments for acute and chronic medical condition, ensuring appropriate diagnostic and therapeutic tests and services are available, utilized and monitored.  
  • Act as initial reviewer or approver for all outside referrals and consults to specialty services not offered at the local facility.  
  • Conduct daily rounds on patients housed in the Medical Housing Unit and consults with clinicians as necessary regarding their care. 
  • Respond to or coordinate response to medical emergencies.  
  • Seek guidance from and provides clinical report to the Medical Director, Deputy Medical Director, Regional Clinical Directors or other senior leadership as appropriate.  
  • Support facility performance improvement activities, grievance and case review taskings.  
  • Perform record keeping functions in accordance with program policies and position.  
  • Maintain functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position. 
  • Complete all discipline specific testing, initially and during recertification periods. Medical practice privilege requirements must be maintained.  
  • Complete all initial, annual and ad hoc training and health screening and prevention activities as required.  
  • Maintain patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities.  
  • Adhere to, and maintain awareness of, policies, procedures, directives, operational memoranda and accreditation standards. 17. Attends and participates in general and medical staff meetings. 
  • Poses current knowledge of clinical medicine and the current standards of medical practice.  
  • Serve proficiently as a clinical expert, providing technical assistance and consultation to clinic medical staff.  
  • Use equipment, materials and supplies involving primary care diagnostic and treatment procedures.  
  • Review medical cases/records for appropriateness of care and provide recommendations for care management.  
  • Poses effective managerial and administrative practices, to include expertise in routine management of ambulatory clinic functioning and responsibilities.  
  • Develop and access clinical educational programs for their staff.  
  • Teach clinical professionals at all levels.   
  • Implement program policies, guidelines and operating procedures relating to healthcare delivery system.  
  • Work in a multi-cultural, multi-lingual, multi-disciplinary care environment, and to effectively apply social determinants of health practices in delivery of medical care.  
  • Utilize telephone, video and in-person interpreter services to complete assigned duties if not fluent in a language understandable by patients being provided medical care.  
  • Adapt to sudden changes in schedules and flexibility in work requirements.  
  • Communicate proficiently in English (verbal and written) to develop positive rapport with patients, co-workers and other stakeholders.  
  • Maintain high productivity in an electronic work environment notably involving electronic health records, web-based training, and communications.  
  • Moderate proficiency in, common Microsoft Office programs including but not limited to Microsoft Word, Excel, Outlook, SharePoint, and Teams.  
  • Have knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information as well as personally identifiable information (PII).  
  • Verbal and written proficiency in Spanish (preferred, not required). 
  • Demonstrate cultural sensitivity in all communications with coworkers and clients, fostering an inclusive and respectful work environment that values diversity. 
  • Complete required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.

Qualifications

Basic Requirements/Certifications:  

  • Current, full, and unrestricted license to practice medicine in the state in which the duty station is located. The license must be maintained in a permanent, full, and unrestricted status during the term of employment. 
  • Must have and maintain an unrestricted license from the Drug Enforcement Administration (DEA) to prescribe controlled medications in the state in which the duty station is located. 
  • American Heart Association (AHA) Basic Life Support (BLS). 
  • Correctional clinical experience preferred. 

All Employees shall have at least one year of general experience that demonstrates the following: 

  • The ability to greet and deal tactfully with the public.  
  • Capability of understanding and applying written and verbal orders, rules, and regulations. All personnel shall be literate and be able to interpret printed rules and regulations, detailed written orders, training instructions and materials, and must be able to compose reports.  
  • Good judgment, courage, alertness, an even temperament, and render satisfactory performance through knowledge of his/her position responsibilities.  
  • Ability to maintain poise and self-control during situations that involve mental stress, such as fires, explosions, civil disturbances, and building evacuations. 

Education Required: 

  • Doctor of Medicine degree from a U.S. or Canadian program accredited by the Liaison Committee on Medical Education sponsored by the Association of American Medical Colleges and the American Medical Association (AMA) OR 
  • Doctor of Osteopathic Medicine degree from a program accredited by the Commission on Osteopathic College Accreditation of the American Osteopathic Association (AOA) OR 
  • Certified by the Educational Commission for Foreign Medical Graduates if you are a graduate of a medical school that is not located within a U.S. State or territory or other jurisdiction, or a Province or Territory of Canada. 
  • Depending on the detention facility physician requirement, proof of completion of three years of medical specialty training in Family Medicine, Internal Medicine, Emergency Medicine, or Pediatrics leading to board eligibility in that field, with board certification preferred, and at least 1 year of directly related, professional experience performing professional or scientific work in a field of medicine providing direct patient-care services. 

Physicians working at family residential centers: 

  • Board certification preferred, or board eligible, in Family Medicine or Pediatrics. 
  • Family Medicine physicians working at family residential centers must be proficient to provide care to children and adults of all ages, to include the care of female health conditions, supervision of prenatal care, and care of chronic health conditions common to the primary care setting. 

Physicians working at adult detention facilities: 

  • Board certification preferred, or board eligible, in Family Medicine, Internal Medicine, or Emergency Medicine.  
  • Must be proficient to provide care to adults of all ages, to include the care of female health conditions, supervision of prenatal care, and care of chronic health conditions common to the primary care setting.

Physical Requirements: 

  • This position is considered hazardous duty. 
  • Required to walk unaided at a normal pace for up to 5 minutes and maintain balance. 
  • Required to jog/fast walk up to ¼ mile. 
  • Requires physical exertion such as lifting objects greater than 30 pounds. 
  • Required to perform CPR/emergency care standing or kneeling. 
  • Must have the ability to assist sick, injured, or aging patients or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self). 
  • Must be able to see, hear and smell with aids if necessary. 
  • Must be able to lift, push, or carry 30 pounds. 
  • Must perform the duties of my job in a stressful and often austere environment without physical limitations. 
  • Sitting and/or standing for extended periods of time. 
  • Average manual dexterity for computer operation. 
  • Phone or computer use for extended periods of time. 

Other Special Qualifications: 

  • Minimum of 21 years of age. 
  • Must maintain current/physical residency in the continental U.S. 
  • Pass a medical examination conducted by a licensed physician within 30 days prior to initial assignment. 
  • Be a U.S. citizen or a person lawfully admitted into the U.S. for permanent residence. 
  • Have resided in the U.S. for the last five years (unless abroad on official U.S. government duty). 
  • Successfully engage in and complete a thorough Background Investigation. 
  • Poses or have ability to obtain required security clearances. 
  • Proficiency in Spanish is preferred. 

Additional Information

Pay range is based on several factors and may vary in addition to a full range of medical, financial, and/or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data. 

Compensation:  Min: $125k   Max: $212k

Benefits – Full-time positions are eligible for our comprehensive and competitive benefits package including medical, dental, vision, and basic life insurance.
