Integrated Master Scheduler (IMS) Level IV

First Division Consulting is seeking an experienced Integrated Master Scheduler Level IV to provide comprehensive schedule development, risk integration, and acquisition lifecycle support for the Joint Product Manager for CBRN Dismounted Reconnaissance Systems (JPdM CDMA). This position supports the execution and integration of program cost, schedule, and performance objectives across a complex portfolio of CBRN sensor programs.

Key Responsibilities:

  • Develop and maintain a resource-loaded Integrated Master Schedule (IMS) to support cost, schedule, and performance tracking across CDMA program office functions.
  • Ensure linkage between the IMS and other key program components including the Work Breakdown Structure (WBS), Cost Estimating System (CES), budget execution data, and the Organizational Breakdown Structure.
  • Support the development of a WBS-to-CES alignment dictionary to streamline cost and schedule integration.
  • Review cost estimates developed using the Automated Cost Estimating Integrated Tool (ACEIT) and incorporate findings into the IMS as needed.
  • Conduct earned value management (EVM) analysis, cost-schedule assessments, and support milestone-related acquisition documentation including APBs, LCCEs, and acquisition strategies.
  • Ensure acquisition strategies align with Better Buying Power and Will Cost guidance; provide recommendations for implementation and compliance.
  • Organize and lead recurring IMS Execution Reviews and Working IPTs (WIPTs), coordinating inputs from all stakeholders.
  • Produce and deliver high-level schedule execution reports and schedule variance analysis for Product Managers (PdMs) and leadership.
  • Evaluate risks and opportunities using Risk Recon, determining their potential impact on program schedules.
  • Provide input to cost/financial IPTs, including preparing agendas, facilitating meetings, capturing minutes, and supporting resolution of schedule/cost issues.
  • Monitor and report status of schedule-related taskers, deadlines, and objectives across internal teams and external stakeholders.
  • Ensure awareness and alignment of program milestones and their strategic implications across all product teams.
  • Participate in and provide input to program IPTs, IPRs, milestone decisions, and leadership briefings.
  • Maintain and archive schedule documentation and related files in appropriate electronic libraries and repositories.

Mission Context:

This role supports the execution of mission-critical CBRN programs such as NBCRV Sensor Suite Upgrade, CSIRP, VIPER, and DCRF. The Integrated Master Scheduler will play a central role in aligning program execution with strategic goals by ensuring timely, resource-informed planning, forecasting, and milestone achievement in support of the warfighter.

  • Minimum of six (6) years of experience in acquisition lifecycle management, including IMS development and analysis for DoD programs.
  • Bachelor’s degree in business, science, engineering, or a related discipline.
  • Proficient in the Microsoft Office Suite, including Microsoft Project, Outlook, PowerPoint, Word, and Excel.
  • Six (6) years of experience using tools such as ACEIT, JACS, Risk Recon, and Microsoft Project for cost-schedule integration and analysis.
  • Proven track record in managing IMS for complex acquisition programs with earned value, risk, and cost components.
  • Strong leadership, communication, and collaboration skills to engage with internal teams and external partners.
  • Must be a US Citizen.
  • Clearance Requirement: Active Secret Clearance.

Preferred Qualifications:

  • Experience supporting JPEO-CBRND, JPM CBRN Sensors, or other DoD chemical-biological defense programs.
  • Familiarity with advanced schedule modeling and visualization tools.
  • Ability to work under minimal supervision and deliver schedule solutions that inform acquisition decision-making.
  • Experience leading schedule WIPTs, facilitating cost-schedule integration, and presenting to senior military and civilian stakeholders.
