Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $60,549.00 - $69,631.00

THESE POSITIONS ARE ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF STAFF ANALYST.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production.

Office of Support Services, within the Division of Administration, is responsible for the provision of Transportation Services, Occupational Health and Safety, Agency Continuity of Operations & Planning, (COOP) (through New York City’s Office of Emergency Management (NYC-OEM), NYC’s Department of Health and Mental Hygiene (NYC-DOHMH) and Post Emergency Canvassing Operation (PECO) efforts, and the distribution of Personal Protective Equipment (PPEs). Support Services also oversees the Agency’s document reproduction, confidential shredding, forms design and customization and employee drinking water services. Further, it oversees the agency’s postal services, including USPS, UPS, Federal Express, messengers and contracted couriers.

What we’re looking for:

The Occupational Safety and Health Analyst will provide support for the Occupational Safety and Health Unit’s (OSHU) Executive Director.

Their primary duties will include:

- Assist with compliance, policy development, training, and regulatory meetings to ensure adherence to health and safety standards.
- Analyze and enhance agency health and safety programs, including fire drills and emergency action plans, through regular inspections and reporting.
- Collaborate with agency staff, union representatives, landlords, and vendors to address health and safety concerns and violations.
- Investigate and respond to regulatory violation notices, initiating corrective actions and preparing reports.
- Oversee extermination contracts and enforce cleanliness and pantry protocols across the agency.
- Monitor fire safety training, drills, and ensure agency-wide preparedness for emergencies.
- Manage and maintain continuity of operations (COOP) plans in compliance with Mayoral Executive Order 107, coordinating with NYC Emergency Management (NYCEM).
- Develop and maintain critical staff training materials, conduct annual tabletop exercises, and ensure compliance with the Coastal Storm Sheltering Plan (CSP).
- Serve on NYCEM’s Coastal Storm Steering Committee, supporting sheltering operations and training for weather emergencies.
- Maintain staffing rosters for Post Emergency Canvassing Operations (PECO) and train ACS staff on canvassing procedures.
- Prepare critical communications for staff and providers during emergencies, and coordinate staffing efforts across programs.
- Review and manage internal, inter-agency, and citywide emergency management plans, including those for human-made and natural disasters.
- Facilitate meetings with internal and external stakeholders, providing updates during events and emergencies.
- Represent ACS at emergency management and inter-agency meetings, providing situational updates and contributing to citywide operations.

Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
