The Team You’ll Work With
The Mayor’s Office of Environmental Coordination (MOEC) is responsible for overseeing New York
City’s environmental review process as mandated by the State Environmental Quality Review Act
(SEQRA). MOEC reviews environmental analyses conducted pursuant to the City Environmental Quality
Review (CEQR) framework for projects for which the Office of the Mayor is the designated lead agency,
including those sponsored by the New York City Economic Development Corporation. CEQR is the
process by which New York City agencies determine what effects a discretionary action they fund
and/or approve may have on the environment and communities. MOEC also assists City agencies in
carrying out their environmental review responsibilities. In addition to being the database repository
for all CEQR analysis documents produced in the City, MOEC is tasked with maintaining and updating
the CEQR Technical Manual, which is the City’s guidance for conducting environmental impact
assessments. MOEC also serves as the City's liaison to State and Federal agencies on environmental
matters and advises the Mayor on matters of environmental policy.
The Problems You’ll Solve
MOEC seeks one Deputy Director to support environmental review projects of the office’s CEQR
portfolio and general office administration. Specifically, the Deputy Director will lead a team of Senior
Project Managers and report to the Executive Deputy Director. Duties include oversight and review of
CEQR documents prepared by City, State, and Federal agencies and by private applicants seeking public
agency approvals, citywide agency review coordination, managing digital database functions, and
ensuring consistency with City policies and completeness of information. Additional responsibilities
include collaborating with Mayoral staff, agency environmental review officers, legal counsels, and
technical personnel to ensure that environmental review regulation and practice is appropriate and
consistent among City agencies, overseeing special projects such as user experience and performance
enhancement, developing methodological and practical guidance, as well as collaborating with other
MOEC personnel on specific environmental and planning projects and policy issues. The selected
candidate will also perform related duties as requested.
Responsibilities:
CEQR Portfolio and Project Management:
- Oversee and manage a portion of the CEQR Portfolio.
- Manage CEQR projects.
- Develop project analysis frameworks, schedules, track progress, and deliverables.
- Provide procedural, methodological, and project-specific guidance to the team.
- Train and support team members as needed.
- Communicate efficiently with agency partners, the Law Department, external consultants, and
attorneys.
Office Operations:
- Support the Executive Deputy Director and the Director with office administration and
representation.
- Assist with special projects as needed and perform other duties as necessary.
- Track office workflow and staff assignments to support program development and
implementation, and decision-making.
- Conduct staff performance evaluations and support continuing staff education.
- Represent MOEC at internal and public meetings and other events.
- Develop communication materials to explain MOEC’s work to diverse audiences.
About You
- You have a master’s or other advanced degree from an accredited college in an appropriate
discipline, including urban planning, environmental law, environmental science, environmental
engineering, public health, sustainability management, or a related field, and a minimum of five
(5) years of full-time experience in a relevant field.
- You have a minimum of five (5) years of demonstrated experience with environmental impact
assessment (e.g., CEQR, SEQRA, NEPA, or other).
- You have a minimum of five (5) years of managerial experience, including the management of
staff.
- You have demonstrated experience with program development and leading the
implementation of special projects.
- You have specific expertise and/or demonstrated experience in one or more of the following
areas is a plus: urban planning, environmental, climate, or administrative law, sustainability,
climate resiliency, environmental justice, environmental science, development of contaminated
property, public health, and familiarity with New York City government and geography.
- You have excellent analytical skills, interpersonal, organizational, written, and oral
communications skills, and computer literacy is a must.
