Campaign Manager

Center for Employment Opportunities (CEO) is a national nonprofit that provides employment services to people recently released from incarceration. CEO seeks a Campaign Manager to translate advocacy vision into multi-state legislative, regulatory, and communications campaigns that remove employment barriers for justice-impacted individuals and advance economic mobility.

Skills

  • 5+ years in policy or advocacy related to justice reform, workforce, and/or public benefits access
  • Experience with federal and/or state legislation and direct engagement with policymakers
  • Proven ability to develop and implement policy strategy to achieve objectives
  • Coalition building and partnership management with directly impacted leaders
  • Strong written and verbal communication tailored to varied stakeholders
  • Research and data analysis skills to inform strategy and decision-making
  • Project management and ability to coordinate distributed teams and external consultants
  • Familiarity with Salesforce or similar CRM for tracking campaign activity
  • Comfort working in a fast-paced nonprofit environment and managing multiple priorities

Responsibilities

  • Develop and implement CEO-led legislative and non-legislative campaign plans with timelines, deliverables, and tactics
  • Coordinate campaign partners, state leads, policy and organizing associates, external consultants, and lobbyists
  • Identify state-specific opportunities, risks, and fallback plans to meet annual objectives
  • Launch and manage at least two non-legislative (communications or narrative) campaigns annually in coordination with Communications
  • Create and strengthen relationships with advocacy organizations and directly impacted leaders to support campaign goals
  • Collaborate cross-functionally with Communications, Organizing, and Program teams to connect participants to advocacy opportunities and develop messaging
  • Track federal and state legislation relevant to CEO priorities and report learnings to internal teams
  • Document activities, track milestones and outputs in Salesforce, and assist with reporting and proposal development
  • Monitor campaign progress, flag challenges proactively, and course-correct as needed
  • Secure high-profile opportunities to elevate issues outside the legislature

Education

  • Bachelor’s degree preferred or equivalent professional experience
  • CEO values diverse educational backgrounds and considers equivalent experience
