Job Summary

The Deputy Director of the Mayor’s Office of Arts, Culture & Entertainment (MOACE) is a leadership role that advances Baltimore’s cultural, artistic, and creative economy. Serving as the principal deputy to the Director, the Deputy Director oversees the office’s arts and culture portfolio, manages the Baltimore Film Office, and directs nightlife economy coordination on behalf of the City. This position provides strategic leadership to ensure Baltimore’s arts and entertainment sectors thrive, while fostering equitable access, supporting local artists and cultural organizations, and strengthening Baltimore’s reputation as a vibrant, creative city.

Essential Functions

Leadership & Strategy

  • Support the Director in shaping and implementing Baltimore’s cultural vision, strategies, and policy priorities.
  • Oversee MOACE’s cultural programming and creative initiatives, ensuring alignment with the City’s goals of equity, inclusion, and economic vitality.
  • Supervise key divisions, including the Baltimore Film Office and the Nightlife Coordination unit, ensuring efficient operations, stakeholder engagement, and measurable outcomes.
  • Serve as Acting Director in the absence of the Director.

Arts, Culture & Community Development

  • Provide leadership and execution of cultural programming, public art initiatives, and festivals that reflect Baltimore’s diverse identity (e.g., AFRAM, Artscape, Charm City Live, Book Festival).
  • Serve as the primary contact to the Baltimore Office of Promotion & The Arts (BOPA).
  • Build partnerships with arts organizations, community groups, and cultural institutions to expand opportunities for Baltimore’s creative community.
  • Develop policies and initiatives that strengthen Baltimore’s cultural economy and support local artists, performers, and creative entrepreneurs.

Film & Nightlife Oversight

  • Manage and elevate the Baltimore Film Office, promoting Baltimore as a film and production destination, streamlining permitting processes, and coordinating interagency support for productions.
  • Manage the City’s Nightlife Coordinator.
  • Work closely with law enforcement, licensing, and neighborhood stakeholders to balance economic development with public safety and community needs.
  • Partnerships & Stakeholder Engagement
  • Represent MOACE with local, state, and national partners in the arts, culture, film, and entertainment sectors.
  • Engage philanthropic, nonprofit, and corporate partners to build sustainable funding and expand cultural opportunities.
  • Collaborate with neighborhoods to ensure cultural investments are inclusive and accessible citywide.

Policy & Administration

  • Support the Director in developing cultural policy, legislation, and citywide initiatives that advance the arts and creative economy.
  • Assist in preparing reports, presentations, and proposals for the Mayor’s Office, City Council, and external partners.
  • Establish performance metrics and evaluations to measure the impact of cultural programs, film production, and nightlife initiatives.

Minimum Qualifications

Education: Bachelor’s degree in arts administration, Public Administration, Urban Planning, Business, or related field (master’s preferred).

AND

Experience: At least 5 years of progressive leadership experience in arts and culture management, cultural policy, film/entertainment, or nonprofit/government administration.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Knowledge, Skills, and Abilities

  • Demonstrated ability to manage diverse teams and complex programs across multiple sectors.
  • Knowledge of film production permitting, nightlife regulation, and arts funding structures.
  • Strong communication and partnership-building skills across government, nonprofit, and private stakeholders.
  • Commitment to equity, diversity, and inclusion in arts and culture.

Additional Information

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a choose a term mandatory probation.
