The Interoperability Analyst Level III is an advanced technical and stakeholder-facing role within our public health organization. This individual will serve as a subject matter expert and lead contributor on complex integration projects that connect diverse healthcare systems to enhance data exchange, analytics, and the delivery of care. The position requires a deep understanding of and hands-on experience with interoperability standards such as FHIR, HL7, and C-CDA, as well as an aptitude for engaging with customers to define requirements, design solutions, and ensure effective implementation.


The ideal candidate demonstrates advanced knowledge and hands-on experience across a spectrum of public health informatics domains. Expertise includes, but is not limited to, electronic case reporting (eCR), electronic laboratory reporting (ELR), disease surveillance program integration, newborn screening data workflows, and vital records interoperability. Familiarity with the intricacies of real-world electronic reporting and surveillance practices, as well as the regulatory frameworks governing health data exchanges, is essential. This deep domain knowledge enables the specialist to bridge technical requirements with the operational and policy needs of diverse public health initiatives.


Responsibilities
  • Lead Integration Projects: Take ownership of interoperability initiatives, orchestrating the integration of health information systems across public health entities, providers, and partners.
  • Customer Engagement: Serve as the primary technical point of contact for customers, guiding requirements-gathering sessions, clarifying business and clinical use cases, and translating stakeholder needs into actionable integration plans.
  • Technical Solution Design: Architect and document integration solutions leveraging interoperability standards—primarily FHIR, HL7 v2/v3, and C-CDA—tailored to the public health landscape.
  • Implementation and Support: Oversee the installation, configuration, and testing of data exchanges, ensuring compliance with regulatory and organizational requirements.
  • Quality Assurance: Develop and execute test cases; validate data mappings, message structures, and workflows; and troubleshoot integration issues.
  • Documentation: Prepare and maintain thorough technical documentation, including interface specifications, data flow diagrams, requirements documents, and user guides.
  • Collaboration: Work closely with internal teams (informatics, IT, public health analysts) and external partners (EHR vendors, health information exchanges, providers) to achieve project milestones.
  • Continuous Improvement: Monitor industry trends, regulatory changes, and emerging technologies to advise on best practices and future integration strategies for public health data.

Customer-Facing Responsibilities:
  • Lead customer meetings to gather, refine, and document integration requirements and objectives.
  • Provide consultative guidance on industry standards, compliance considerations, and technical feasibility.
  • Develop user stories, use cases, and workflow diagrams to capture business and technical needs.
  • Act as a liaison between technical teams and customers, facilitating clear and continuous communication throughout the project lifecycle.
  • Conduct training sessions and develop user documentation for stakeholders as needed.
  • Respond promptly and professionally to customer inquiries and support requests, ensuring satisfaction and fostering long-term partnerships.

Public Health Integration Focus
  • Design integration solutions that support data exchanges for core public health programs, such as disease reporting, outbreak management, and immunization tracking.
  • Ensure interoperability solutions are scalable, reliable, and sustainable within the unique context of public health institutions.
  • Support the onboarding of new data sources, including hospitals, clinics, laboratories, and community health organizations.
  • Champion the adoption of best practices for data quality, security, and privacy in all integration activities.
  • Participate in local, state, and national initiatives to advance public health data exchange capabilities.


Required Qualifications
  • Bachelor’s degree in Health Informatics, Information Systems, Computer Science, Public Health, or a related field. Master’s degree preferred.  Equivalent experience will be considered in lieu of education.
  • Minimum of 5 years’ experience in healthcare IT, with at least 3 years focused on healthcare interoperability or data integration such as with electronic case reporting, electronic laboratory reporting, etc.
  • Demonstrated expertise with integration technologies and standards such as FHIR (Fast Healthcare Interoperability Resources), HL7 (Health Level Seven), and C-CDA (Consolidated Clinical Document Architecture).
  • Proven track record of leading requirements analysis, solution design, and implementation phases for integration projects in a public health setting.
  • Familiarity with public health data systems (e.g., immunization registries, disease surveillance, syndromic surveillance platforms).
  • Hands-on experience with interface engines (e.g., Mirth Connect, Rhapsody, Cloverleaf) is highly desirable.
  • Strong understanding of privacy and security regulations (e.g., HIPAA, HITECH, state laws) relevant to healthcare data exchange.
  • Excellent verbal and written communication skills, including the ability to articulate complex technical concepts to non-technical audiences.
  • Project management experience is an asset, including familiarity with Agile or Waterfall methodologies.


Preferred Qualifications
  • Ability to conduct stakeholder interviews and elicit detailed requirements through active listening and effective questioning.
  • Advanced knowledge of healthcare data formats, coding systems (e.g., LOINC, SNOMED CT, ICD-10), and the semantic interoperability challenges in public health.
  • Experience performing gap analyses between source and target systems to identify data transformation needs.
  • Proficiency in using SQL and basic scripting for data querying, validation, and transformation.
  • Strong analytical and problem-solving skills; ability to troubleshoot integration workflows and recommend solutions rapidly.
  • Demonstrated ability to work independently as well as collaboratively within multidisciplinary teams.
  • Capacity to manage multiple projects simultaneously, balancing competing priorities in a fast-paced environment.
  • Commitment to continuing education and professional development in the field of health IT and interoperability.


Logistical Requirements

$88,389 - $106,676 a year

Individual compensation packages are based on numerous factors unique to each candidate, including skill set, experience, qualifications, and other job-related reasons. This salary range is not a guarantee of compensation, as the final offer amount will vary based on these factors.
