Job Description:

The Oregon Department of Early Learning and Care is excited to announce a temporary opening for a Senior Systems and Security Compliance Administrator (Information Systems Specialist 8). This position will provide support for servers, apps, and networks while driving cybersecurity readiness. In this role, you will guide admins, manage core systems, and partner with other agencies on security operations and projects. This role combines hands-on problem-solving with strategic decision-making, perfect for someone who thrives on impact and innovation!

This is a temporary appointment scheduled to last until September 4, 2026, however, we will also consider a job rotation for current, regular status employees of the state of Oregon in good standing that are expected to continue through at least September 4, 2026.  Please note, employees who are in trial service are not eligible for a job rotation. In order to be considered for the job rotation option, you must attach approval from your supervisor to your application in the Resume/Cover Letter section.

This position will work a hybrid schedule of working both in the office (Salem) and at an alternate location (home). In office work is anticipated once every other week for team meetings.

What you will do:

This role provides advanced leadership and support for DELC’s technology systems, ensuring secure, reliable, and efficient operations. Responsibilities include administering and monitoring servers, networks, and security systems; providing tier 2/3 technical support; and guiding technology decisions that balance business needs with security and compliance. The position designs and implements local and cloud infrastructure, manages access and authentication, and leads or participates in IT projects, incident response, and disaster recovery planning. In addition, it develops cybersecurity standards, IT operations processes, and long-term system strategies, while collaborating with enterprise partners and agency leadership to align with policy, best practices, and strategic goals.

What we are looking for (minimum qualifications):

  • Seven (7) years of information systems experience in network administration and/or information security; OR
  • An Associate's degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND 5 years of information systems experience in network administration and/or information security; OR
  • A Bachelor's degree in Information Technology, Computer Science, or related field AND three (3) years of information systems experience in network administration and/or information security; OR
  • Master's degree in Information Technology, Computer Science, or related field AND one year of information systems experience in network administration and/or information security.

In addition, we are looking for applicants that have the following Desired Attributes (requested skills):

  • Expertise and demonstrated experience in network administration, including leadership and planning related to VPN systems, switch configuration, network mapping, active directory, identity & access management, etc.
  • Expertise and demonstrated experience in server configuration and administration, including platforms such as Microsoft Windows, Linux, Oracle, and cloud services (SaaS,PaaS).
  • Expertise and demonstrated experience in security administration, including coordination and escalation to governing bodies such as EIS Cybersecurity Services (CSS), eDiscovery, monitoring of logs and diagnostic reports, development of policy and procedure, and review of systems to ensure compliance with standards such as statewide security plans and Criminal Justice Information Services (CJIS) guidelines.
  • Expertise and demonstrated experience in vendor and relationship management, including contract administration, procurement, Service Level Agreement (SLA) monitoring, etc.
  • Expertise and demonstrated experience with complex communication, coordination, and collaboration with technical and non-technical audiences.
  • Expertise and demonstrated experience translating an organization's mission, vision, and values into technology systems and in identifying and addressing systemic barriers to equity and inclusion

This position is subject to both a Child Protective Services and Criminal Justice Information Systems (CJIS) check, including FBI fingerprinting, and will be required to enroll in the Central Background Registry. Both of these checks must be completed and approved prior to starting with the agency. The results can take 1-3 weeks to get back. This position will require occasional travel to field offices and for meetings, therefore, a valid driver license and acceptable driving record is required, unless the successful applicant can provide a satisfactory alternate mode of transportation.
