Department of Revenue is recruiting for a Program Analyst 1 position. We are looking for talented, detail-oriented individuals to join our Business Division in the Oregon Special Business Programs (OSBP) Unit. This position is headquartered in our Salem office; however, the successful candidate may be eligible for in state hybrid work. Hybrid work consists of performing duties onsite in a standard office environment and working remotely. 

In order to be considered for Department of Revenue recruitments, you must reside within the state of Oregon. Current Revenue employees who live outside of Oregon may apply and will be considered.

What You Will Be Doing

Below is a sampling of job duties. It is not meant to encompass all duties.

  • Lead Quality Assurance Reviews: Evaluate audits, refunds, GenTax comments, return processing, and appeals for procedural compliance, accuracy, and adherence to departmental standards.

  • Support Business Partner Compliance & Outreach: Respond to inquiries, deliver presentations, and build collaborative relationships with employers, tax practitioners, and external partners to promote understanding of OSBP policies and procedures.

  • Manage Program Content & Agreements: Oversee updates to digital content and ensure timely review, revision, and execution of Interagency Agreements in coordination with legal and administrative teams.

  • Analyze Data & Monitor Performance: Track trends and metrics, prepare regular reports on section progress, and use insights to inform program improvements.

  • Coordinate Locality & Hazardous Substance Programs: Liaise with local governments on lodging tax administration and serve as the central contact for hazardous substance return processing with the State Fire Marshal and internal teams.

This Is What You Need To Qualify
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; OR
Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualified, the salary range will reflect the additional 6.95%.
