Digital Accessibility Specialist

This is a term-limited position funded through December 31, 2026.

This full-time position is benefits eligible.

The City of Littleton is seeking a Digital Accessibility Specialist to join the Information Technology team and lead efforts in ensuring the city meets various legislative requirements including Colorado House Bill 21-1110 and Senate Bill 23-244. This position will be responsible for evaluating, remediating, and improving digital content, websites, applications, and documents to ensure accessibility for all users.

The Digital Accessibility Specialist will provide training, guidance, and support to city staff and departments, integrate accessibility into processes and projects, and promote accessibility as part of the city’s culture. Acting as both a subject matter expert and a change leader, this role will help the city create inclusive digital experiences and maintain ongoing compliance with state accessibility laws.

The ideal candidate for this position will have a strong combination of technical expertise, advocacy, and a passion for creating inclusive digital design and experiences. The ideal candidate is a strong communicator, is skilled in PDF and document remediation, and various web technologies, and has a deep understanding of accessibility requirements and standards.

Hiring pay range $80,076 - $84,291 per year

This full-time term-limited position is exempt per FLSA and is not eligible for overtime compensation.

Work Schedule:  This full-time position will work in person, Monday – Friday, during general business hours (8 am to 5 pm).

ESSENTIAL DUTIES & RESPONSIBILITIES:

The Digital Accessibility Specialist is responsible for ensuring the city’s digital and programmatic accessibility in compliance with federal, state, and new Colorado accessibility laws. Duties include, but are not limited to:

  • Document, Website, and Application Remediation – Review and remediate digital content (including Word, Excel, PowerPoint, and web applications) to ensure full accessibility compliance.

  • PDF Accessibility – Convert PDFs into accessible web pages and perform thorough PDF remediation to meet accessibility standards.

  • User Interface Enhancements – Recommend and implement improvements to websites and applications that enhance usability and accessibility for all users.

  • Training and Education – Develop and deliver training sessions, workshops, and resources to city staff and departments on accessibility requirements, tools, and best practices.

  • Process Improvement – Integrate accessibility into business processes, workflows, and project planning to ensure compliance is proactive rather than reactive.

  • Culture Building – Promote accessibility as an integral part of the city’s culture, raising awareness and fostering inclusion across all levels of the organization.

  • Webmaster Support – Provide backup support for the city’s webmaster, ensuring accessible content management and continuity of web services.

  • Compliance Monitoring – Stay current with accessibility laws, standards, and best practices; conduct periodic audits; and recommend corrective actions.

  • Procurement Support – Work with Procurement to review software, applications, and technology purchases to ensure accessibility requirements are included in contracts and vendor evaluations.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in computer science, information technology, or a closely related field; and 

  • One (1) year of experience with assistive technology solutions; or 

  • An equivalent combination of education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position may be considered.

  • Must be able to pass a pre-employment criminal background check and motor vehicle records check.

Preferred Qualifications:

  • Experience with assistive technology solutions in a public sector environment

KNOWLEDGE, SKILLS, ABILITIES:

  • Knowledge of various accessibility requirements, including WCAG, Section 508, and the Americans with Disabilities Act (ADA).

  • Skilled in document and PDF remediation, web content management systems (CMS), and accessible web and app development practices, such as CommonLook.

  • Ability to identify and recommend improvements to user interfaces that enhance accessibility and overall user experience.

  • Strong presentation, facilitation, and communication skills to train and support staff across departments with varying levels of technical knowledge.

  • Skills in writing, editing, design, organization, and project management. 

  • Strong analytical and creative problem-solving skills to troubleshoot accessibility issues and propose solutions.

  • Knowledge in web-based technologies, web design, current web authoring/development software, electronic commerce methods, internet standards and protocols, security, database connectivity.

  • Ability to stay adept with and effectively discuss technology trends, constraints and features, and their application to government business processes and operations. 

  • Ability to effectively develop and recommend web policies, training materials, and utilization guidelines. 

  • Ability to promote culture change by building awareness, advocating for accessibility, and fostering organizational buy-in.

  • High level of accuracy in reviewing digital materials and ensuring compliance with accessibility standards.

  • Demonstrated ability to work effectively with IT, Communications, misc. departments, and external vendors or partners to implement accessibility improvements.

WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:

  • Work is primarily performed indoors in a standard office environment or other work areas where computers are used.  

  • This work may have occasional exposure to dust, noise, vibration, fumes, odors, mists, gases and poor ventilation.     

  • Long periods of sitting, standing or walking may be required.
