Business Development Lead (New Markets)

Excella is a transformative technology and consulting firm focused on helping public-sector clients achieve mission outcomes. We are seeking a Business Development Lead (New Markets) to drive entry into untapped federal and adjacent markets by identifying opportunities, building executive relationships, cultivating teaming partners, and converting early-stage engagements into qualified pipeline.

Skills

  • Proven federal business development and capture experience across the BD lifecycle
  • Strong executive-level relationship building and communication skills
  • Knowledge of federal procurement, FAR, and common federal contract vehicles
  • Pipeline management and CRM proficiency (Salesforce)
  • Competitive and partner ecosystem analysis
  • Proposal contribution and value proposition development
  • Strategic account planning and targeted outreach execution
  • Negotiation and influence at senior stakeholder levels

Responsibilities

  • Conduct market, competitor, and partner ecosystem analyses to identify entry points and teaming opportunities in assigned targets.
  • Develop market-entry plans and targeted account campaigns with detailed, actionable account plans.
  • Generate and manage a pipeline of qualified prospects aligned to growth targets.
  • Serve as the primary outreach and relationship lead for new market engagement with agency executives, program managers, and contracting officers.
  • Lead introductory briefings and discovery conversations focused on client challenges and value-driven solutions.
  • Identify and cultivate teaming partners (primes, small businesses, specialists) to strengthen competitive positioning.
  • Collaborate with Strategic Solutions, delivery, capture, and marketing to shape positioning, proposals, and campaigns.
  • Track outreach, contacts, and opportunities in Salesforce and report pipeline performance and market insights to leadership.

Education

  • Bachelor’s degree in business, public policy, communications, or related field preferred
  • Advanced degree (MBA, MPP, or similar) is a plus
  • Relevant professional training or certifications in capture, BD, or proposal management are beneficial
