The Bureau of Water Supply seeks to hire an Associate Staff Analyst with the Watershed Agriculture, Forestry & Streams Division within in the Source Water Protection Directorate, located in Arkville, New York.
Under direction, of the Section Chief, Agricultural & Forestry Programs (AFP), the Associate Staff Analyst will serve as Program Analyst and will ensure that program goals, strategic initiatives and deliverables are met in a timely and cost-effective manner. DEP partners with the Watershed Agricultural Council (WAC) to implement these voluntary, partnership-based programs designed to reduce agricultural nonpoint source pollution through the implementation of Whole Farm Plans and Best Management Practices (BMPs) while supporting the viability of working lands in the watershed. The Program Analyst will play a critical role in helping to meet DEP’s Long-Range Vision to spur economic development upstate by supporting and making watershed farms a core, recognized partner in New York City’s foodshed. They will also be responsible for monitoring, evaluating, and ensuring effective delivery of the Watershed Agricultural and Forestry Programs by contracted partners, with a focus on compliance with the City’s Filtration Avoidance Determination (FAD) commitments. Specific duties include:
- Ensuring that program goals and contract deliverables are achieved in a timely manner and according to the contract scope of work, budget and timeframe.
- Analyzing program performance data to identify trends, gaps and opportunities for improvement.
- Developing and maintaining program performance metrics, dashboards, and tracking systems.
- Preparing written reports, presentations and briefings for internal use, regulatory agencies, and stakeholders.
- Contributing to annual program evaluations and long-term planning reports, some of which may be required for regulatory compliance.
- Performing review, analysis and approvals of partner reports, data submissions and records for accuracy and completeness.
- Performing site visits, determines contract compliance, identifies areas of program strength and weakness and recommends improvements and evaluates quality of program tasks.
- Monitoring and analyzing program performance utilizing quantifiable performance data, reporting review, site assessments, interviews with program participants and feedback from program partners.
- Supporting the development of new and/or long-term program metrics, goals, deliverables and associated milestones pursuant to the FAD and DEP’s Long-Term Watershed Protection Plan.
- Serving as the DEP representative on Watershed Agricultural Council (WAC) committees.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
