The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Job Description

Under general supervision, the Management Assistant performs professional-level administrative and/or management duties in a variety of functional areas, such as: office/operations management, budget development, administration and fiscal reporting, development and administration of contractual agreements and grants, evaluation and development of management policies and procedures, including evaluation of impact of existing and proposed legislation.

Essential Duties

  • Manages or assists in management of the resources and staffing of an office, section, operation or program.
  • Monitors available budget and maximizes use of existing staff and re-sources for office, program or section.
  • Recommends changes in staffing and/or acquisition of equipment/materials.
  • Oversees various staffing and personnel-related functions.
  • Oversees purchasing, billing and inventory control.
  • Coordinates building security, maintenance and utilization of space.
  • Manages and facilitates administrative projects that support the program and research efforts of the Directors.
  • Lead special projects as assigned.
  • Responsible for supporting on-boarding and off-boarding staff.
  • Processing Funding Notification Requests.
  • Support with program operations, and purchases.
  • Manages expenses reports.
  • Manages in-office annual subscriptions.
  • Supports with high-level administrative support to several internal managers.
  • Assists in management of HIV Prevention resources and staffing, monitors assigned budget expenditures, recommends changes in staffing and/or acquisition of equipment/materials.
  • Oversees various staffing and personnel-related functions; over-sees purchasing, and billing and inventory control.
  • Acts as liaison and promotes good working relationships with other offices, programs, sections and departments.  
  • Conducts surveys and needs assessment.
  • Gathers, compiles and analyzes statistical and other data.
  • Writes reports and prepares documentation for evaluation by management and/or administrative staff.
  • Assists in development of policies, procedures and work practices of an office, program, operation or section.
  • Reviews and evaluates existing policies, procedures and work practices, consults with managers, administrators and other staff.
  • Assists in budget development, resource planning, and fiscal reporting.
  • The 1842 Management Assistant may perform other duties as assigned/required.

 

Qualifications

Education:

  • Possession of a Baccalaureate Degree from an accredited college or university. 

AND

Experience:

  • One (1) year full-time equivalent experience performing professional-level administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Desirable Qualifications:

  • Three (3) Years full-time equivalent experiences performing high level exertive, operational and program support to Public Health Sexual, Drug User Health, and Community Wellness specific Public Health Programs.
  • Three (3) year full-time equivalent experience performing professional-level administrative duties in functional areas such as: program/office/operations management, fiscal expense management and/or administration, support with the development and oversight of contractual agreements, grants, funding notifications or other closely related functional fiscal and operational support areas.
  • Advance knowledge on the development of MS Office forms/templates, surveys, and other various Data Collection templates and or programs.
  • General Knowledge of the City’s financial, budget and reporting systems.
  • Excellent organizational and budget expense tracking skills.
  • Excellent oral and written communication skills including phone and email etiquette.
