About the Real Estate Division
The Real Estate Division is comprised of a team of over 220 full time staff delivering professional real estate services to a variety of clients. The Division completes appraisals and analysis of real property considered for City sale, lease, development or acquisition, and acts as a real estate consultant to Departments, the Mayor, and the Board of Supervisors.

We have responsibility for: Acquisition of all real property required for City purposes; Sale of surplus real property owned by the City; Leasing of property required by various City departments; Operations at the Alemany Farmers' and Flea Markets (100 Alemany), and UN Gift Gallery (UN Plaza); Custodial and engineering services for various City departments at over 60 different locations; Full service property management services to over 4,000,000 square feet of city-owned offices, including City Hall, 1 South Van Ness Avenue, 49 South Van Ness, San Francisco Police Headquarters, and the Hall of Justice.

Job Description

The Office of the City Administrator, Real Estate Division, is seeking a dynamic Citywide Campus Manager to lead operations, provide building/property management, and building services across the Mini-Citywide Campus—over 1 million square feet of public facilities including 1011 Turk, 199 Evans, SFPD stations, and Department of Technology sites. This role oversees a diverse team of engineers, tradespeople, and vendors, ensuring safe, efficient, and high-quality building operations. The position will supervise staff, coordinate maintenance and capital projects, manage vendor contracts, and serve as the primary liaison with City departments, elected officials, and tenants. Examples of Important and Essential Duties:

  • Plans, monitors, evaluates, and/or supervises the day-to-day operations, policies and procedures within the Mini-Citywide Campus;
  • Manages, coordinates and/or monitors the work of various sections within the Mini-Citywide Campus including engineering teams, laborers, trades, security, building management teams, vendors, and contractors/consultants in the repair and maintenance of the interior and exterior of the building/properties and other improvement or compliance and related projects; conducts routine interior and exterior building operational inspections and liaisons with San Francisco Public Works, Bureau of Building Repair, for scheduling onsite repair and/or improvement work;  
  • Supervises the work of subordinates and provides coaching and mentoring to improve performance;
  • Determines and/or recommends final decisions regarding policy, operations and administrative procedures, including building standard operating procedures (SOPs) and emergency evacuation procedures for each building; ensures a safe and secure working environment for tenants/City staff;
  • Confers with other City departmental representatives and directors, engineers, vendors, and the public on real property/facilities management to identify and resolve problems or conflicts;
  • Manages customer service and tenant relations across the Mini-Citywide Campus including directing contact between RED, tenants, vendors and onsite operations teams; receives, monitors, and analyzes building reports and requests from building managers, computerized maintenance management system (CMMS), and security; ensures timely completion and resolution, and communicates completion with the tenants;
  • Develops, prepares, proposes, and/or monitors budgets and schedules of large capital programs and long range-planning for buildings/properties within the Mini-Citywide Campus with input from relevant teams; provides quarterly reporting to Director of Real Estate and Capital Planning Committee; adjusts program resources as necessary to meet budget or scheduled targets; provides comprehensive justification and persuasive arguments for budget/capital proposals including City department/tenant moves;
  • Manages renewal planning of building contracts such as “pest control,” landscaping, security and others;
  • Coordinates and is responsible for providing feedback and oversight of greening strategies;
  • Liaises with Media Services on providing appropriate badge access in buildings;
  • Coordinates with transaction agents to update leases in assigned buildings as needed; and
  • Performs related duties as required.

Qualifications

Minimum Qualifications:
Education:
Possession of a baccalaureate degree from an accredited college or university.

Experience:
Three (3) years of professional experience in building or property management. (Experience solely in residential property management is not considered qualifying).

Substitution: 
Additional experience as described above may be substituted for the required degree on a year-for-year basis. One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units.

Note(s):

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
  • Applicants must meet minimum qualification requirements by the final filing date unless otherwise noted.

Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Two (2) years of supervisory experience in building or property management.

Selection Procedure:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Supervisory Test Battery (Weight 40%):
Qualified candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resource Management; Team Building; Communication, Conflict Management and Process Improvement. For more information about this Supervisory Test (and a suggested reading list) please visit Supervisory Test Battery info Please note: this examination is only held in San Francisco. A passing score must be achieved on the Supervisory Test Battery to continue in the selection process.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Supervisory Test Battery will be valid and "banked" for three years, starting from the date of the examination. This means that during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that should you re-test, your re-test score would become your official score since it is the most recent.

Written Examination (Weight 60%):
Qualified candidates will be invited to participate in an in-person written examination designed to measure their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to: knowledge of federal, state, and local rules and regulations pertaining to building and building systems, including LEED and Green Building and ADA compliance; building/property management techniques, tools, and processes; principles and practices of management, administration, budgeting/capital planning, training, and personnel management; and ability to interpret policy; to assist in planning, controlling, developing and evaluating resources; and to define and achieve goals and objectives; promote, establish and maintain effective working relationships with the departmental director, deputy directors, superintendents, other assistant superintendents, managers, supervisors, staff, employees of other City departments, elected officials, contractors, vendors, union representatives and the public, including the ability to contribute to issue resolutions.

A passing score must be achieved on both the Standardized Test Battery and Written Examination in order to be ranked on the eligible list.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.

Candidates must achieve a passing score on both the Supervisory Test Battery and Oral Examination in order to be ranked on the eligible list.
